Associate Programme Officer (Electoral Support) - Nay Pyi Taw

With the objective to support inclusive and peaceful electoral processes, empower electoral stakeholders and strengthen the democratic transition in Myanmar, STEP II Democracy, a consortium of experienced assistance providers, has been formed to develop a unique project aimed at building knowledge and trust, necessary for credible elections. The consortium, led by International IDEA, seeks to support inclusive and peaceful electoral processes, empower electoral stakeholders and strengthen the democratic transition.

The project is designed to support the electoral reform process in Myanmar and create an enabling environment for credible and inclusive elections. The project component working with the 'Union Election Commission' (UEC) will provide capacity building to the UEC leadership and staff through study missions and peer visits, capacity building, the provision of comparative information and technical assistance, the development of knowledge and research on electoral matters, and the conduct of trainings.

Duties and Responsibilities

  • Develops and maintains a filing system for programme documents;
  • Develops, maintains and enhances a database of key programme contacts;
  • Drafts written reports on programme activities;
  • Provides written translations and oral interpretation in meetings and workshops;
  • Assists in drafting programme-related budgets, dispersing and reconciling programme funds, in close coordination with colleagues in charge of operations and finances;
  • Participates in internal and external dissemination of information on the programme’s activities;
  • Contributes to knowledge generation, review and quality control of research papers, research and case studies for dissemination and publication;
  • Assists with the development of concept notes and project proposals;
  • Supports the organization of incoming and outgoing visits, setting up programmes, and producing meeting and mission reports;
  • Liaises with the UEC and other stakeholders as required;
  • Implements other tasks as requested.

  • Requires good knowledge, excellent skills and initial professional experience;
  • Will contribute to assigned tasks and projects in different aspects of the project life cycle, more specifically will conduct research and analysis, will draft various documents (articles, concept notes, agreements, etc.) and will support the projects vis-à-vis all internal and external stakeholders;
  • Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute as required;
  • Can be expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Motivated and shows flexibility to work independently and within a small team, to produce high-quality deliverables in a timely manner;
  • Displays a positive representation of IDEA and its programme and discretion at all times;
  • Integrates a gender and diversity perspective in all activities.

 Programmatic Knowledge

  • Shows good knowledge in electoral matters, good understanding of electoral and political terminologies and some understanding of related disciplines to be able to approach programmatic issues in a holistic manner.

Operational Knowledge, skills and experience

  • Integrates a results-based approach into the design, management and evaluation of all his/her programmatic activities;
  • Has a good understanding of the geography, history and society of Myanmar, as well as a full respect for its cultural and political diversity;
  • Has experience contributing to research of information on donors and partners, preparation of reports and project briefs or other activities related to resource mobilization and partnership building;
  • Illustrates integrity, sense of discretion and diplomacy, a collaborative spirit, a sense of achievement, and an understanding of risk management.

  • No direct people management responsibility.

  • Is able to solve problems of varying degrees of complexity; approaches issues with new perspectives; analyses situations from a multitude of intervening factors.

  • Has an impact on the programme development and delivery.

Communication and Interpersonal Skills

  • Liaises regularly with all internal and external stakeholders involved in his/her projects;
  • Acts in all assignments with personal energy and engagement;
  • Fluency in written and spoken English and Myanmar language is essential, with the ability to translate and interpret between both languages; Knowledge of another language spoken in Myanmar would be considered an asset.

Education andExperience

  • University degree in political science, economics, business management, development, public policy or other relevant discipline;
  • A minimum of three (3) years of relevant professional experience, including substantial internship(s), within the field of democracy support, governance or community engagement or other comparable areas;
  • Experience of working within the EU or similar international organization is desirable.

Terms of Contract

Local Post. Two (2) year fixed-term appointment.

Please note as this is a local post, International IDEA will bear no costs relating to relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Myanmar.
