Organizational Setting
 
FAO is implementing the project "GCP/IRA/066/JPN - Integrated Programme for Sustainable Water Resources Management in the Urmia Lake Basin", funded by the Government of Japan. The overall goal of the project is to contribute to more sustainable, productive and climate change resilient agricultural and rural systems with a positive impact on the environment in general and on the water balance (inflow-outflow) of the Urmia Lake. This project supports the national endeavor and provides technical and strategic assistance in implementing an integrated and sustainable management system for the Lake Urmia and its basin with the following components\:
  1. A basin and sub-basin level water consumption monitoring (based on advanced water-accounting methodology) integrated within a water resources monitoring system to regulate water supply and demand and monitor their impact on Lake Urmia.
  2. A drought monitoring and drought management program linked to Lake Urmia basin water and agricultural management.
  3. A socio-economic and livelihood programme that enables the successful implementation of sustainable water use practices (in line with Lake Urmia restoration) and at the same insure viable economic outcomes for farmers and locally affected communities and hence guarantees acceptance and uptake of sound technical solutions.
  4. Complementary watershed management practices that contribute to increased water flows to LU, improve land-water dynamics and/or improve local communities’ livelihood.
  5. A capacity development (CD) programme to national and local stakeholders, technical staff from relevant agencies including universities with implementation, monitoring and evaluation mandates and functions related to Lake Urmia restoration. The CD also includes training for trainers to support farmers, farmers groups, associations or cooperatives that participate in LU restoration interventions.
These components are being implemented as part of a socio-ecological framework that combines a multi-disciplinary baseline analysis for the whole Urmia Lake Basin followed by a transdisciplinary scenario design to be implemented at pre-determined pilot sites. The basin-wide baseline analysis covers climate, water and land (and land use) on the ecological side and farm and household economics, markets and trade, and institutions and policy on the socio-economic side.
Following the rapid assessment (based on available data, analyses and readings of the situation on the ground) a detailed work plan has been developed by the project task force. The work plan has covered all the above project components, a detailed articulation of the integrated socio-ecological framework (that describes the project underlying theory of change), a description of the baseline analyses (related to water, land use and socio-economics), and a clear articulation of the scenario analysis and design approaches to be implemented by the project in the selected pilot sites.
 
Reporting Lines
 
The incumbent under overall supervision of FAO Representative and the direct supervision of Chief Technical Advisor (CTA) and technical supervision of the Lead Technical Officer (LTO) will carry out duties detailed below
 
Technical Focus
 
Sustainable natural resources management with strong skills and experience in participatory and community based resource management approaches.
 
Tasks and responsibilities
 
  • Lead the development and implementation of identified field level project activities in the lake basin including initiating necessary follow-up actions and amending the plan as deemed necessary;
  • Manage consultative and other meetings, outreach activities, workshops, trainings, including proposing agenda topics, identifying participants, preparation of documents and presentations;
  • Plan and ensures the integration  of relevant FAO inputs, including those emanating from other studies, assessments, and experts and ;
  • Lead field missions, engages in stakeholders consultation, including at community level; and provides guidance to external consultants, government officials and other parties;
  • Coordinate with the project staff and consultants and ensures the preparation of various written outputs, e.g. background papers, reports and inputs to publications;
Specific tasks include\:
  1. Prepare a working document that describe the planned activities and their time table for co-producing, implementing and monitoring pilot interventions within the pilot sites identified by the project team and defined geographical zones (within a dehestan) with common water resource, and well identified farmers groups and other stakeholders serving as full partners in implementing the pilot interventions.
  2. Liaise with pilot sites focal points and maintain regular communications with participating stakeholders within the pilot sites on behalf of the project, including communicating the project objectives, the project approach to co-produce pilot interventions as well as the expected roles and responsibilities of participating partners in pilot interventions, including farmers representatives, as well as the key project stakeholders including FAO, ULRP and local officials.
  3. Prepare the agendas and coordinate the organization of the  Multi-stakeholder participatory workshops (MSPW) (for each pilot site), in close coordination with the project team, and including the identification of the diagnostic and participatory tools to be applied and the facilitators to carry them out as well as the roles and responsibilities of the participants (farmers, government agents, private sector representatives etc) since the MSPW depends on the participants themselves to develop collectively the intervention workplan with the help of facilitators.
  4. Coordinate the field work required during the preparatory phase leading up to the MSPW and coordinate the proceedings of the MSPW and serve as one its facilitators.
  5. Write up a report based on the outcomes of the MSPW and communicate the findings with ULRP and with the local stakeholders concerned. The report should specify the precise interventions to implement in the pilot areas, the primary responsibility of each of the partners concerned, the means of monitoring progress and how the impact of these interventions will be measured and assessed and by whom. The MSPW report should also specify a timeline with the sequencing of activities and tasks.

Minimum Requirements
  • At least 10 years of progressive experience in the field of leading cross sectoral and multi stakeholder planning and meetings
  • Good skills in writing, speaking, and reporting in English and Farsi;
  • National of Iran
  • Strong academic background, with relevant university degree and record of research in areas of sustainable development;

  • Familiar with policy, regulatory and institutional frameworks in relevant sectors and public administration systems of the Islamic Republic of Iran including experience of working on issues related to resource management;
  • Have\: (i) demonstrated relevant working experience in facilitating or using participatory meetings, at the national or international level;
  • Experience of working in the Urmia Lake, particularly recognized experience and/or knowledge relevant to multi-stakeholder participatory methods community based approach and farmers.
