OBJECTIVES OF THE PROGRAMME

The objective of the Progrmame is to deliver WHO core functions at the country level, with particular focus of the Organization's directing and coordinating role for international work. Within this framework, activities include support to the Government in the formulation, implementation and evaluation of national health policies, strategies and plans, and development and management of WHO technical cooperation progammes at the country level. The immediate objective to lead a team of national staff and manage the HR programme for WCO Indonesia. This would include\: providing training and monitoring staff performance management, staff learning and development, carrying out recruitments and other staffing and HR actions by liaising with the concerned authorities in the Regional Office as well as GSC, initiating and managing all APW, Consultant and SSA contracts, and performing all other tasks required for human resource and service procurement management in the Country Office.

DESCRIPTION OF DUTIES

Under the direct supervision of the Administrative Officer and general supervision of WHO Representative the incumbent will perform the following duties\:

 

1. Support to performance management and staff development\:

 

 a. monitor, facilitate and follow up on the compliance of the performance appraisals for measuring against the KPIs and reporting;

 b. problem solving on related matters as required;

 c. prepare appropriate reports to management

 d. monitor status of the training implementation plan and provide feedback to recommend actions as needed.

 

2. Recruitment\:

 a. support in writing effective position descriptions as per directions; assist in organizing short-term recruitment processes including\: creation of positions, classification, review of vacancy notices, screening of candidates CVs, tests, interviews and drafting selection reports;

 b. interface with the Human Resources Management (HRM), Planning Unit (PPC) and Budget Units at WHO-SEARO as well as Global Service Centre as needed to follow up on recruitments and contract renewals in a timely manner;

 c. coordinate induction training for staff by the key Units in the Office including Management Unit.

 

3. Contracts\:

 a. management and entitlements\: keep track of the contract status of all staff; alert managers on required decisions and follow up as needed

 b. facilitate all actions related to contract management such as appointments, confirmations, extensions, separations and management of entitlements with Personnel and HR Units in WHO-SEARO and the Global Service Centre, technical units and others as required;

 c. prepare regular and periodic HR reports for management decisions and monitor actions taken.

 d. assist in planning, drafting ToRs and recruitment of personnel for SSA and Consultant contracts as required

 e. assist in preparing and implementation of policy changes, as required, for such non-staff contracts;

 f. monitoring and reporting on SSA and Consultant contracts;

 g. support to management of service procurements (APWs) of all technical programmes for the Country Office

 

4. General HR Administration\:

 a. provide back-up for the Administrative Officer as needed\:

 b. draft HR related communications, status reports, updates, position descriptions, terms of references, organogram updates, memos for the HR Unit in WCO

 c. performs other related duties as required or instructed, including providing support to other areas of work

 

5. Submit an end of assignment report (mandatory)

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in human resources management, public or business administration, law or other relevant social sciences.
Desirable\: Master's degree in human resources management, public or business administration, law or other relevant fields.

Experience

Essential\: At least two years' experience in human resources management and in managing service contracts at international level.
Desirable\:

• Good knowledge and understanding of WHO policies and practices particularly in the area of recruitment and selection, performance management, staff development and HR contract/entitlements administration and in managing service procurements.

• Experience in supporting grant project and portfolio teams and professionals.

• Some experience working in the areas of performance management, staff development and staff entitlements of the UN system of organizations.

Skills

-Ability to lead a team dealing with HR and Procurement works and liaise with all Units in an Office.

-Ability to apply technical knowledge in day-to-day work

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 47,322 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1234 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
