How can you make a difference?

The Education Officer on temporary assignment will provide professional technical, operational and administrative assistance throughout the programming process for the Early Childhood Education (ECE) programmes/projects through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical programme information while learning organizational rules, regulations and procedures to support the development and formulation of the ECE programme within the Country Programme.

KEY ACCOUNTABILITIES and DUTIES & TASKS 

1. Supports Early Childhood Education (ECE) programme development and planning

  • Researches and analyses regional and national political, social and economic development trends having an impact on ECE. Collects, analysis, verifies and synthesizes information to facilitate programme development, design and preparation.
  • Prepares technical reports and inputs for programme preparation and documentation ensuring accuracy, timeliness and relevancy of information.
  • Facilitates the development/establishment of ECE programme goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of ECE related information for development planning and goal setting.
  • Provides technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluating results.
  • Prepares required ECE documentations/materials to facilitate the programme review and approval process.

2. Programme management, monitoring and delivery of results

  • Works closely and collaboratively with colleagues and partners to collect/analyze/share information on implementation issues, suggests solutions on routine programme implementation and submits reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keeps records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participates in monitoring and evaluation exercises, programme reviews and annual programme reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
  • Monitors and reports on the use of ECE programme resources (financial, administrative and other assets), and verifies compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Reports on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Provides technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF and ECE policies, strategies, processes and best practices to support programme implementation, operations and delivery of results.
  • Undertakes field visits and surveys and/or collects/shares information with partners/stakeholders to assess progress and provide technical support to relevant officials for resolution. Reports on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Prepares inputs for programme/donor reporting.

3. Technical and operational support to programme implementation

  • Undertakes field visits and surveys and/or collects/shares information with partners/stakeholders to assess progress and provide technical support to relevant officials for resolution. Reports on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provides technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF and ECE policies, strategies, processes and best practices to support programme implementation, operations and delivery of results.

4. Networking and partnership building

  • Builds and sustains effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on ECE programmes/projects.
  • Drafts communication and information materials for CO program advocacy to promote awareness, establish partnerships/alliances and support resource mobilization for ECE programmes/projects.
  • Participates in appropriate inter-agency (UNCT) meetings/events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of ECE programmes/projects, and to integrate and harmonize UNICEF’s position and strategies with the UNDAF development and planning process.
  • Researches information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

5. Innovation, knowledge management and capacity building

  • Identifies, captures, synthesizes and shares lessons learned for knowledge development and to build the capacity of stakeholders.
  • Applies innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
  • Researches, benchmarks and reports on best and cutting edge practices for development planning of knowledge products and systems.
  • Participates as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s) in one of the following fields: education, psychology, sociology, or another relevant technical field, combined with a minimum of one year of relevant professional work experience in programme planning, management, and/or research in education is required. OR a first University Degree (Bachelor's) in a relevant field combined with minimum of three years of relevant professional experience is required.
  • Fluency in spoken and written Croatian and English is required
  • Excellent computer skills in MS Office (Excel, Word, PowerPoint, etc.)
  • Developing country work experience and/or familiarity with emergency is considered an asset
  • Relevant experience in a UN system agency or organization is considered as an asset
  • Initiative, passion and commitment to UNICEF’s mission and professional values are highly desirable.
