Organizational Setting The Plant Production and Protection Division (AGP) promotes the sustainable intensification of crop production. This requires the integration and harmonization of all appropriate crop production policies and practices within the broader framework of sustainable food and agriculture that aims at enhancing productivity; natural resources conservation and management; rural livelihoods and resilience. The Senior Agricultural Officer leads the Locusts and Transboundary Plant Pests and Diseases Team (AGPMM), one of the six teams in the Division. AGPMM, working within the framework of the Food Chain Crisis (FCC) and the Emergency Prevention System for Transboundary Animal and Plant Pests and Diseases (EMPRES), provides advice, technical support and guidance to countries on the sustainable management and control of transboundary plant pests and diseases and locusts. The team is comprised of technical specialists managing transboundary plant pests and diseases, in close collaboration with countries, by monitoring, early warning, forecasting, rapid response, communication and capacity development and by promoting sustainable and environmentally sound management and control techniques. The Team Leader is a member of the Divisional Management Team. Reporting Lines The Senior Agricultural Officer reports to the Director, AGP. Technical Focus Support to countries in the development and implementation of surveillance, monitoring, early warning and control systems and strategies to prevent and mitigate the impact of transboundary plant pests and diseases. Key Results Leadership and technical policy expertise for the planning, development and implementation of Departmental / Division Programmes of work, projects, products, services in accordance with FAO's Strategic Objectives. Key Functions • Plans, manages, or leads highly specialized or multi-disciplinary teams, leads, coordinates, and/or participates on Organization-wide, cross-Departmental committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies. • Analyzes global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies. • Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks. • Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or on-going programme development as well as the provision of technical and/or policy advisory services. • Provides technical and policy advisory services to Member Countries and technical support to Decentralized Offices in the development and implementation of their programmes of work. • Leads and/or collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools. • Represents the Organization at international/inter-governmental meetings and conferences, advocates strategic partnerships, best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national partners. • Leads or participates in resource mobilization activities in accordance with the FAO Corporate strategy. Specific Functions • Manages the work of the Locusts and Transboundary Plant Pests and Diseases Team and as member of the Divisional Management Team contributes to the technical and administrative operation of the Division. • Supports on-going innovation, remote sensing, and data collection using state-of-the art technology to improve efficiency and effectiveness of monitoring, early warning and control systems of transboundary plant pests and diseases. • Maintains a broad, strategic overview of global transboundary plant pests and diseases monitoring, early warning and sustainable management programmes in line with FCC-EMPRES framework, and guides their development and effective operation. • Provides technical and policy advice and guidance to countries to adopt and effectively implement long-term strategies including environmentally sound pest and disease control measures to ensure sustainable management of transboundary plant pests and diseases at national, regional and international levels considering EMPRES principles. • Leads, contributes to and provides technical support in the implementation of FAO's strategic framework, including work related to improved disaster risk reduction concepts, including contingency plans and appropriate emergency response tools, to strengthen resilience against transboundary threats.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements • Advanced University degree in Plant Protection, International Agriculture Development or related fields with specialization in transboundary plant pests and diseases and integrated pest management. • Ten years of relevant experience at national and international level in sustainable management of locusts and transboundary plant pests in developing countries based on integrated pest management principles. • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian Competencies • Results Focus • Leading, Engaging and Empowering • Communication • Partnering and Advocating • Knowledge Sharing and Continuous Improvement • Strategic Thinking Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is essential • Working knowledge of English and French is desirable • Extent and relevance of experience in the planning and delivery of transboundary plant pest programmes • Demonstrated skills and experience in leading multicultural, multidisciplinary teams, working groups or networks related to the sustainable management and control of locusts and other transboundary plant pests and diseases • Extent and relevance of experience in the development and operation of migratory pest management systems • Extent and relevance of experience in the provision of technical and policy advice to countries on locusts, Fall Armyworm, Red Palm Weevil and other migratory pests • Extent and relevance of experience in promoting capacity development and developing related tools and materials for monitoring, early warning and control |
