Consultancy Assignment : Technical Support on Emergency Programming, UNICEF EAP Regional Office, Bangkok, Thailand

Based on lessons learned from recent emergency responses in combination with the high vulnerability of the region to natural disasters, one of EAPRO's three (3) priorities for 2019 is "being emergency ready". The Emergency Section has developed a strategy on how to enhance emergency preparedness and response capacities both at regional and CO level. The strategy includes, inter alia:

• A scale-up and strengthening of emergency preparedness in high-risk countries in the region
• Strengthening humanitarian planning, Humanitarian Performance Management (HPM) and Information Management across the region
• An analysis of ongoing disaster-risk reduction (DRR) initiative in the region to generate lessons learned and best practices that can be replicated in other countries to reduce disaster risks

How can you make a difference?

The work assignment includes the provision of direct support to COs to implement specific recommendations made during the 2018 emergency preparedness planning process and meet the global deadline of 30 June 2019 for the resubmission of country-level emergency preparedness plans., the strengthening of humanitarian planning and humanitarian performance monitoring (HPM) and information management, and the analysis of existing DRR initiatives and good practices. 

The consultant will perform tasks in the four working areas as highlighted below:

1. Support UNICEF Offices in East Asia and Pacific and the Regional Office to strengthen their emergency preparedness

• Review of RO and CO Emergency Preparedness Plans (EPP) and Procedures
• Provide direct support to COs and the RO to implement specific recommendations made during the 2018 emergency preparedness planning process and meet the global deadline of 30 June 2019 for the resubmission of country-level emergency preparedness plans
• Provide technical support to COs on the EPP platform
• Prepare and conduct Emergency Preparedness trainings/workshops, as required

2. Support UNICEF Offices in East Asia and Pacific in the technical area of humanitarian performance and information management

• Analyze current HPM and IM systems in high-risk countries
• Draw recommendations for strengthening HPM, field monitoring and IM systems and advise COs on their implementation
• Build capacity of CO and RO staff on HPM, field monitoring and IM
• In case of emergency, support the setting-up of new HPM and IM system
• Maintain and update EAPRO Emergency Collaboration Site and support with drafting donor reports and proposals, as required

3. Map and analyze disaster risk reduction interventions across sectors in the country offices in EAP region.

• Mapping and analyzing DRR interventions across sectors in the country offices in EAP region with close cooperation from EAPRO Emergency team
• Identifying good practices on DRR work across sectors in the country offices
• Produce two country case study based on good practice on preparedness and DRR
• Data analysis on children affected by disasters in the last five years in EAP region and children reached by UNICEF's response. 

End Product:

1. An Inception Report to be presented to the Regional Emergency Adviser within the first three weeks subsequent to the commencement of the consultancy. The Inception Report should demonstrate approach, methodology and work plan for the assignment.
2. Progress Report (monthly) showing the progress made in the achievement of the consultancy work plan agreed upon as well as the challenges faced.
3. A Final Report on all activities undertaken during the consultancy period and recommendations in respect of future and continuing activities necessary in order that the implementation of the social protection and child poverty initiatives continues smoothly

Duration of contract : 11 months starting 15 March 2019

To qualify as an advocate for every child you will have…

• Advanced university degree in social science or related field.
• A minimum of 5 years of solid responsible professional experience in humanitarian action and emergency programmes, at least 2 of which at international level
• Experience in emergency preparedness planning, humanitarian performance management and/or information management.
• Experience working with UNICEF or another UN agency an asset
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English (verbal and written) with strong writing and communication skills is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
