OBJECTIVES OF THE PROGRAMME
Division Mandate\:
To achieve in a manner that is both timely and high-impact, the control of communicable diseases throughout the region, through the delivery of programmes and technical support that target the reduction of the morbidity and mortality of such diseases. The programme will respond to the needs of the Region through ground level surveillance, monitoring and evaluation; consistent efforts to provide access to the highest levels of prevention, treatment and care; and a comprehensive approach to advocacy, communication and involvement that results in the committed partnership of all stakeholders.
Unit Mandate\: Expanded Programme on Immunization (EPI)
To establish and leverage the impact of an effective prevention and control programme that targets the reduction of morbidity and mortality resulting from diseases, through a comprehensive approach to immunization, that is made timely and responsive through ground level surveillance and the promotion of related health interventions.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties\:
1. To develop and evaluate the Region's programmes on poliomyelitis/measles (and other vaccine-preventable diseases, as needed) laboratory services, providing advice to the countries, regional laboratories and the Regional Office. Based on assessments of regional needs, this includes preparation of the plans for implementation of the regional laboratory network, budget proposals, evaluation of the network and preparation of reports and documentation as required.
2. Support regional country activities\:
(a) conduct WHO accreditation of poliomyelitis, measles and other network laboratories as needed in the Region and provide technical support to achieve or maintain full accreditation status;
(b) develop/maintain quality assurance standards for network laboratories including WHO proficiency test and confirmatory testing;
(c) provide technical direction to field staff and consultants in the area of national poliomyelitis/measles (and other vaccine-preventable diseases, as needed) laboratory network;
(d) collaborate with the network laboratories to evaluate and review the operation of the national poliomyelitis/measles (and other vaccine-preventable diseases, as needed) laboratories, including the timeliness and completeness of specimen collection system and the laboratory reporting system, and make recommendations on improvements, if required;
(e) organize and implement the regional level laboratory reporting and recording information system and improve coordination and exchange of information between the national and regional laboratories and with the WHO Regional Office;
(f) make recommendations on the selection of supplies and equipment and provide kits and supplies as needed; and
(g) organize and attend meetings on laboratory networks and present papers, as required.
3. Collaborate in training programmes and exchange of information for laboratory staff and plan and manage workshops and seminars for training and/or exchange of information in the programme. Collaborate on the preparation of training materials and on fellowship placements.
4. Prepare reports and documentation.
5. Perform other tasks as may be required.
REQUIRED QUALIFICATIONS
Education
Essential\: Master's degree in biological or laboratory science from a recognized university and postgraduate training and experience in virology.
Desirable\: Degree in medicine and/or a Ph.D. in a related field.
Experience
Essential\: At least seven years' experience in practical and operational application of management of laboratory services, laboratory diagnosis of communicable diseases and control of communicable diseases.
Desirable\: Work experience in developing countries is highly desirable.
Skills
Essential\: Knowledge of laboratory work, skills in organization and management of laboratory services and laboratory diagnosis of communicable diseases and implementation of communicable diseases programme. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
Desirable\: Ability to determine optimal laboratory support for poliomyelitis/measles eradication/eradication maintenance.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2403 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.ADDITIONAL INFORMATION
