UNRWA's human development goals

How can you make a difference? 

You will be joining a team of around 3000 staff in the Lebanon Field Office working to foster the human development of registered Palestine refugees.••

The main responsibilities include:

•         Reviews and checks the accuracy of budget estimates, adjustments and reports;

•         Certifies availability of funds and raises the necessary Hard Commitments (HCs) and Soft Commitments (SCs) in the Budget Module or Procurement Inventory Management System (PIMS);

•         Carries out a monthly/quarterly review of budget and expenditure, reports and follows up on significant over or under expenditures and adjusting reserves;

•         Advises expending officers on budget/preparation, circulates Headquarters instructions and ensures timely submissions;

•         Verifies, enters and retrieves budgetary data in the new finance system; trains Departments/Divisions' Administrative Officers on how to add BESs into budget module and provides them with necessary support;

•         Verifies and raises obligation documents, reconciles/analyzes monthly the obligation reports with budget and expenditure reports;

•         Edits supply documentation including List of Requirements (LORs), List of Requirement Consolidated (LRC) and Purchase Orders (POs) and raises necessary obligations in the PIMS;

•         Checks the financial aspects of the Field's Medium Term Plan (MTP), and emergency budgets to ensure accuracy and adherence to ceilings;

•         Analyses and compiles budget statistics and other related financial information as required;

•         Drafts correspondence and prepares reports and statements relating to his/her functions;

•         Acts as required for the Budget Officer during the latter's absence;

•         Performs such other duties as may be assigned.

Conditions of service•

Option One: Fixed Term Appointment, Grade 13

Monthly basic salary L.L 2,112,358.

Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).

Option Two: Limited Duration Contract (LDC- Band E)

Monthly basic salary L.L 2,213,910 – 3,918,200 depending on the professional knowledge and experience.

Other benefits include compulsory medical insurance, 30 days of annual leave pre-rated to the duration of the contract where less than one year, and family allowance (if applicable).

To qualify for this position, you will need:

Education

A university degree in accountancy, business administration or other related field.

Work

experience

Three years' experience in the application of knowledge acquired in (Education) above.

Language(s)

Good command of spoken and written Arabic and English.

You will also need to demonstrate the following competencies:

•         Ability to use a computer and work on various spreadsheet applications such as Excel;

•         Ability to cope with multiple tasks effectively;

•         Effective written and oral communication;

•         Ability to identify clients' needs and to offer appropriate solutions and establish and maintain productive partnership with clients.

Desirable Qualifications:

•         Membership of an officially recognized accounting body such as AAT;

•         Knowledge of UNRWA accounting and budgetary procedures;

•         Working experiences with computerized financial systems.
