UNICEF Indonesia is seeking a Child Protection Officer who will provide professional technical, operational and administrative assistance throughout the programming process for the child welfare services including support for emergency response. The position will provide support to partners in government and non-government organizations for scaling up the integrated child welfare services model, support social work strengthening and child protection emergency preparedness and response. Under the supervision of the Child Protection Specialist (NOC), Jakarta the Child Protection Officer provides professional technical, operational and administrative assistance throughout the programming process for the child welfare services including support for emergency response.  The position will provide support to partners in government and non-government organizations for scaling up the integrated child welfare services model, support social work strengthening and child protection emergency preparedness and response.

 

MAIN TASKS AND RESPONSIBILITIES:

1. Technical support to Ministry of Social Affairs (MOSA) in response to the emergency.

  • Collect and analyze of data for the Situation Analysis, program/project planning, management, monitoring and evaluation purposes, as it relates to the child protection issues in emergencies
  • Support local counterpart authorities in Central Sulawesi and Lombok for implementation of the PKSAI model.
  • Participate in the technical coordination meetings, prepare notes and undertake follow-up action and coordination related to the emergency response program implementation and monitoring.

2. Technical and operational support provided to MOSA and other key government and non-government partners on the modeling of the PKSAI and its scaling up.

  • Assist MOSA in the scaling up of the PKSAI model including preparing of relevant documents and assist on the orientation/socialization on the establishment of the PKSAI at sub national level.
  • Support implementation of the recommendations from the PKSAI evaluation and development of exit strategy of the PKSAI in 5-pilot sites.
  • Support in monitoring including: monitoring programme deliverables are on track; report on the use of programme resources and verify compliance with approved allocation; conduct regular programme visits.
  • Provide inputs on the development of reports for management, donors and partners.
  • Ensure related UNICEF, government and non-government staff comply with UNICEF’s financial rules.

3. Innovation, knowledge management and capacity building supported through appropriate documentation and dissemination of results and lessons learned

  • Continuously map and share evidence-based good practice on the PKSAI.
  • Assist in drafting of case studies, policy briefs and other documentations and its dissemination.
  • Assist in strengthening the vulnerability database and testing of the [PRIMERO] case management database.

4. Effective communication and networking to strengthen the PKSAI modeling and its scaling up through partnership and collaboration with MOSA and related government and CSO partners and other key stakeholders

  • Organize and/or participate in regular meetings with partners and key stakeholders relevant to the PKSAI.
  • Contribute to briefing notes, concept notes and other background materials for meetings with donors, media and policy makers.

5. Contribute to ongoing strategic and policy advice provided to relevant government ministries, at national, provincial and district level on child protection

  • Support advocacy on the development of key legislation and regulations related to child welfare and protection.
  • Provide strategic inputs to strengthen child welfare and protection in the government policy and program development at national and sub national. 

 

To qualify as an advocate for every child you will have…

  • Master’s degree*) in social sciences or related field.
  • At least 3 (three) years of progressive experience in the field of social development, specifically related to child protection.
  • Ground experience in emergencies would be an advantage.
  • Experience in writing documentation for policy inputs an asset.
  • Experience working in international organizations or non-governmental organizations, and field work experience an asset.
  • Familiarity with government planning, budgeting and administrative regulations would be an asset.
  • Fluency in English and Indonesian is required.

(*First level relevant university degree in combination with 6 years of experience may be accepted in lieu of the advanced university degree.)
