International Consultant for the development of Situation Analysis of Children and Women (SitAn) in Cote d’Ivoire (140 working days from the moment of recruitment)

The Ministry of Planning and UNICEF Cote d'Ivoire plan to undertake a Situation Analysis of Child Children and Women (SitAn) that will set up the basis for the reflections on new Country Programme Document focusing its interventions in the five strategic areas with innovative, out of box interventions that made a real difference in the life of the most deprived children. As such, UNICEF Cote d’Ivoire is looking for an experienced International Consultant to support the Country Office in the development of SitAn 2019.

Methodology

The SitAn 2019 shall follow a basic sequence of steps including, but are not limited to four steps that include preparation, assessment, analysis and validations.

Tasks to be performed by the Consultant

The specific tasks to be performed include but are not limited to the following:

1. Develop a detailed plan for the technical assistance work and agree on the plan with UNICEF CO - 2 weeks

2. Identify, review and extract relevant analysis from recent relevant publications and participate in field visits - 4 weeks

3. Organize meetings with UNICEF sections, line ministries (during preparation of plan, upon completion of first draft and finalization of the report) - 4 weeks

4. Develop sector mini SitAns (in health, nutrition, water and sanitation, education, child protection, VIH and adolescent - 4 weeks

5. Prepare of first draft report - 4 weeks

6. Preparation of a summary report on research gaps on children and women for each of the sectors - 3 weeks

7. Organize a workshop involving all sections and government and developing partners to discuss on the draft research gaps and research questions identified per sector - 1 week

8. Organize a meeting with the relevant sections of UNICEF and governmental stakeholders before the finalization of the report - 2 weeks

9. Monthly updates to Chief of Social Policy/ Deputy representative - Throughout the contract period

Expected Deliverables

  1. A timeframe with a plan of activities and the outline of the situation analysis
  2. Sector workshop reports
  3. Workshop report on the discussion and validation of the research gaps identified per sector
  4. A draft version of the situation analysis report in English and French
  5. A draft version of sector (health, nutrition, water and sanitation, education, child protection, VIH and adolescent) SitAn reports) max. 4 pages in English and French
  6. A final version of the situation analysis of children and Women in Cote d’Ivoire, in English and French –  max 50 pages and a summary of research gaps and research questions presented by sectors in an Annex/Separate report (15-20 pages)
  7. One policy brief and a PowerPoint presentation, in English and French summarizing the main trends and major challenges faced by children and women in Cote d’Ivoire and the relevant recommendations

Working Conditions

During the period of the contract, the consultant will be subject to the provisions in force at UNICEF concerning the safety, the respect of the rules, norms and procedures governing the personnel of the United Nations and UNICEF in particular. He/she will have to have a private computer.

Remuneration

The daily fees are established on the basis of the financial offer made by the successful candidates after the analysis of the files and the fee schedule of the individual consultants of UNICEF at the respective level. The payment will be done in two installments:

the first will represent 70% of the total contract amount after the provision by the consultant of the draft report and its approval by UNICEF Cote d’Ivoire,

the second will represent 30% of the total contract amount and will be paid after the approval of the final report with annexes, by UNICEF and the Ministry of Planning of Cote d’Ivoire.

Required skills and Experience

Education

A university degree (Masters level) in Social Sciences. Economics, Public Finances, or equivalent.

Experience and qualification

  • Have a professional experience of at least 8 years in analyses;
  • Proven experience in collecting, analyzing and summarizing budgetary and socio-economic data;
  • Proved experience in analytical studies in social sectors;
  • Good knowledge of social sectors in Africa or Côte d'Ivoire (especially that of adolescent health, HIV, education, etc.) and key players as well as the control of the planning and monitoring processes;
  • Good work experience with teams and team work processes;
  • Have already participated in similar studies.

Languages

Excellent communication and writing skills in French and English.

 

Application File

Applications must include a technical proposal and a financial proposal.


The technical proposal will consist of:

  • A note on the understanding of the Terms of Reference (ToR);
  • A presentation of the methodological approach to be used to carry out the tasks;
  • A work plan and a detailed chronogram;
  • Curriculum Vitae including, among other things, experience gained in similar studies with at least 3 references;
  • Any other relevant information that may be useful in assessing its ability to carry out this consultation.
