CONSULTANCY TO UNDERTAKE DEVELOPMENT OF A WEB-BASED MONITORING AND EVALUATION SYSTEM FOR THE ECOLOGICAL ORGANIC AGRICULTURE (EOA) INITIATIVE IN AFRICA

Objectives of the Assignment
Upgrade the MERL system from a manual to an automated web-based system. It is envisioned
that the on-line system will improve efficiency in capturing uniform data across all partners in the
9 implementing countries and minimize delay in reporting as well as extra expenses associated
with manual operations. The on-line system is expected to provide real time information/ data on
predefined performance indicators which will support continuous project monitoring, data
analysis, reporting and learning. The uniformity of data sets will strengthen the analytical ability
of the MERL staff and the project management team.
The purpose of this assignment therefore is to develop a robust and interactive web-based MERL
system that supports data capture, analysis, reporting, learning, collaboration and adaptation.
The real time data generation and reporting will also enhance synergy, networking and
coordination among all the EOA-I partner institutions at the national, regional and continental
levels.

  1. Scope of Consultancy
    Specifically, this assignment will undertake the following tasks, among others:
    1) Development of the inception report, which will contain the following elements:
    • A conceptual design of the web-based MERL system, developed in consultation with and
    approval of the Biovision team.
    • A systems specifications and requirements in terms of software, hardware, human resource
    capacity and other resource needs. The system should ideally be low cost, easy to use and
    implementable by multiple implementing partners in remote settings.
    • A mutually agreed work plan showing the timeframe for the completion of the assignment.
    2) Based on the approved conceptual model and system specifications, develop a logical design
    of web-based M&E system with relevant sub systems and user interfaces. The developed
    system must be able to:
    • support data capture and entry in the field without any hitches.
    • seamlessly transmit data from the field to the central servers housed at Biovision offices
    in Nairobi.
    • provide predefined reports on project progress and performance through performance
    dashboards using visualizations and statistics.
    • have security embedded in the platform to ensure confidentiality and integrity of
    information.
    3) Undertake pilot testing of the developed system on a small-scale basis to determine its viability
    and efficacy, and make necessary adjustments based on the findings and recommendations
    from the pilot test.
    4) Develop a simple, practical user-friendly manual or guidelines for the web-based MERL
    system to support wide-spread acceptability, use and application of the system by the
    implementing partners across the implementing countries.
    5) Provide orientation training to relevant stakeholders, including MERL staff and key
    management teams of the pillar implementers, country lead organizations and the Executing
    Agency. This should be achieved without necessarily travelling to all project countries, as this
    may have heavy cost implications.
    6) Provide system flexibility that allows it to use either English or French since EOA-I is
    implemented in the two regions that use at least one of the languages
  2. Expected deliverables/Outputs
    The expected key outputs of the assignment are:
    1) An inception report which includes:
    • a conceptual model of the proposed web-based M&E system
    • a systems specifications and requirements discussed and approved by Biovision
    2) Fully tested and operational automated web-based M&E system addressing project M&E
    needs.
    3) A simple, practical user-friendly manual or guidelines for the MERL system.
    4) Orientation training report indicating the training module, the trained staff and an evaluation
    of the training exercise.
  3. Time Frame
    It is expected the M&E system should be undertaken and completed between Mid of March and
    end of April (4 to 6 weeks) from the date of engagement. All work must be completed by 30th of
    April 2018.

Interested candidates should submit the following:
a) Technical proposal covering the following components
ü Their understanding of the assignment based on the TOR
ü Proposed methodology for conducting the assignment
ü Proposed timeframe detailing activities and a work plan
ü Addressing the selection criteria including how the candidate ‘s previous experience
matches the consultancy objectives and their interest for the assignment.
ü Team composition and level of effort of each proposed team member.
b) Financial proposal showing the total cost of developing the M&E framework and the online
web-based M&E system, breakdown of consultancy costs (including costing of each
member of the team, man-days for each team member), travel and other costs linked to this
assignment. This consultancy is expected to be conducted within cost of USD 8,000-10,000.
c) At least one sample report of a similar assignment conducted in the past three years.
d) Detailed curriculum vitae of the consultant(s) to be involved in the assignment, with relevant
supporting documents (including detailed work experience, education/degrees, and details
of similar assignments).
e) Names and contacts of three professional references (phone numbers and email).
f) A one-page write-up showing why you are most suitable for undertaking the consultancy.
