Terms of Reference for Administrative, Budget/Finance Consultant

 UN Women is the UN organization dedicated to gender equality and the empowerment of women.  A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.  UN Women supports UN member states as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes and services needed to implement these standards.  It stands behind women’s equal participation in all aspects of life, focusing on five priority areas: (1) increasing women’s leadership and participation; (2) ending violence against women; (3) engaging women in all aspects of peace and security processes; (4) enhancing women’s economic empowerment; and (5) making gender equality central to national development planning and budgeting. UN women coordinates and promotes the UN system’s work in advancing gender equality.

 The Ending Violence against Women (EVAW) section is part of the Policy Division at UN Women Headquarters in New York.  The section is responsible for several functions including policy and technical advice to regional and country offices on EVAW, supporting the normative work on EVAW at the global level and developing and managing global level programmes. 

 Under the overall guidance and supervision of the Ending Violence against Women Acting Chief of EVAW and in close collaboration with the rest of the team members, the consultant will perform finance, budget and administrative backstopping directly related to special events and programme work scheduled 1 April – 30 September 2019 and support existing and new global programmes including Safe Cities, VAW Data, Essential Services, Prevention, Spotlight, Child Marriage and others as required. The consultant deliverables will include the following:

-Write financial Donor reports (as needed)

Accurate analysis, data entry and presentation of information ensure proper programme implementation.

-Provide analysis of the EVAW budget for finalization, review and maintenance in accordance with the annual work plan.

June – September 2019

 Ongoing Activities

  • Monitoring to ensure that expenditure and projected delivery per project is on track with the section’s Annual work plan and procurement guidelines
  • Report on budgets revisions according to adjustments required per project following budget analysis
  • Analyze and report on the budget approvals and the delivery situation of projects
  • Assess procurement requirements and support procurement needs
  • Review and verify financial transactions, activities and documentation
  • Liaise with and respond to requests from the Finance section regarding donor contributions and financial reports. Request and review financial reports submitted by Finance, and ensure they are in line with donors reporting standards
  • Administrative support and backstopping such as support on administrative tasks as needed for events, workshops, meetings, or programming
  • Knowledge Management and Learning: Provide inputs to internal standard operation procedures (SOPs). Capture, synthesize and/or codify lessons learned and best practices in support of the section, CO, RO, MCO and financial management and services

Functional Competencies

  • Good knowledge and expertise in financial planning, management and reporting
  • Expert knowledge of complex financial rules and regulations, preferably UN/UN Women financial rules and regulations.
  • Expert knowledge of the UN system operational functionalities such as ATLAS and IPSAS
  • Ability to administer administrative processes and financial transactions, and proven ability to promptly learn and comply with administrative rules and regulations.
  • Ability to multi-task, address competing priorities and handle logistical details
  • Demonstrates consistency in upholding and promoting the values of UN Women in actions and decisions, in line with the UN Code of Conduct
  • Strong sense of responsibility, confidentiality and accountability
  • Strong problem-solving and analytical skills

Required Skills and Experience

Education:

  • Undergraduate degree in finance, accounting, business administration, or a related field.
  • Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.

Experience:

  • five (5) + years of progressively responsible administrative, financial management and reporting experience is required at the national and international level.
  • Experience in the use of computer applications, database and software packages (ATLAS, Excel, Work, Access etc.) as well as web-based management systems
  • Knowledge of RMS-ATLAS a distinct advantage
  • Fluency in English is required, working knowledge of another UN language is an asset

Qualifications:

  • Knowledge of UN Women mandate and procedures
  • UN Administrative and budgeting experience
  • Knowledge of Atlas, Outlook, Word, and Excel.
