National Consultant CRVS is required to support the following: * Support Training of state’s technical staff on RBD Act and its implementation; * Data collation of information on CRVS and validation; * Support Delhi SPME section in policy discussion, development of advocacy plan on CRVS

LOCATION: New Delhi with travel to 5 states (Rajasthan, UP, MP, Chhattisgarh, Bihar). The states may change depending on request from the states.

DURATION OF CONSULTANCY:  Approximately 48 days over April - 31 December 2019

CLOSING DATE: 3 March 2019

BACKGROUND / RATIONALE

Inclusive Social Policy programme under the current country programme 2018-22 is mandated to support Government in improving birth registration in the country especially in those states that have low level of birth registration. One of the outcome areas under ISP is to increase level of birth registration to 100 % by 2022. As per the current situation almost 20 % of children below 5 years are not registered and almost 40 % of the children do not have birth certificate. As per UNICEF assessment there are at least 8 states namely UP, Bihar Chhattisgarh, Jharkhand, AP, Telangana, Rajasthan, Odisha where either level of birth registration is below 75 % or there is risk that that state may slip back to low level of registration, as per evidence from NFHS 2015-16 data.

The country programmes intend to support these states in improving functioning of inter departmental coordination committee (set up by the Government) at state and district level, improve capacity of the registrars at state and below district level. It has also come to the knowledge of the UNICEF that in these states where on-line system of civil registration is on-going, adequate support is required to strengthen the capacity of the staff in terms of knowledge of the Act and its implementation. This entails the need for comprehensive training at adequate level and at appropriate interval for knowledge upgradation.

Improving birth registration is part of UNICEF’s mandate under SDG architecture of monitoring. Also country wants to achieve 100 % birth registration by 2022 and also death registration for institution-based deaths. In the past UNICEF supported office of RGI in developing IEC material, training material and development for computer software for on-line registration of vital events.

At the moment support is required at the state level and below in sustaining capacity of persons from DES/ medical department responsible for civil registration.  It is proposed to support the UNICEF states whichever is looking for support in developing a cadre of trainers through TOTs. It is therefore proposed to engage a sufficiently senior expert on CRVS in Delhi (as such expert support is not available at state level due to transferring nature of job and also structure of the State’s department responsible for CRVS) who would support TOTs as resource person. That means, the consultancy is needed for limited period as and when state’s request is received, and that person supports all states that needs technical support on improving CRVS. The person would be selected from the roster of candidates (as supplied / created by S&P section) as far as possible.

 PURPOSE OF ASSIGNMENT

  • To build capacity within state for implementing RBD Act and provide support to state in training of their senior staff, as per a TOT plan;
  • Supports SPME Delhi office in collating data from UNICEF states on level of birth registration and highlighting bottlenecks;
  • Support Delhi in Policy discussion and advocacy plan development
  • Support in data analysis and validation;

 

 OBJECTIVE/S

  • Support Training of state’s technical staff on RBD Act and its implementation;
  • Data collation of information on CRVS and validation;
  • Support Delhi SPME section in policy discussion, development of advocacy plan on CRVS

 

DELIVERABLES

  1. Developed training material, design, course content, presentation and collation of training material matching with state specific needs;
  2. Prepared session plan and took selected session as resource person in the training;
  3. Supported in coordinating in monitoring IDCC decisions;
  4. Developed situation analysis in the context to CVRS situation in state and national level
  5. Supported Delhi SPME section in policy discussion, development of advocacy plan on CRVS

OFFICIAL TRAVEL INVOLVED (ITINERARY AND DURATION)

The person is required to travel to states as per state’s request to support in Training of Trainers or policy level discussion / presentation of situation and /or other technical support;

It is expected that one trip to state would be of 4 days tentatively;

On an average one trip per month but may vary depending on the request; However, disbursement of travel expenditure would be based on two criterion:

  • Request from state and the activity involved and approval by the supervisor;
  • State to identify how many days’ support required and on supervisor’s approval;
  • Travel/Per Diem costs to be reimbursed would be as per UNICEF norms for consultants

ESTIMATED DURATION OF CONTRACT (PART TIME)

Maximum 48 days over  April 2019 to December 2019; Part Time; based on state’s requirement; thus it is as per requirement at Delhi and State; It is not a regular support; to be demand driven;

 

QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT (Please use as applicable)

  • Post graduate degree in Demography, Statistics or Population Studies, economics or any social science
  • Preference to be given for having experience of working on CRVS system at national and state level;
  • Preference would be given for working with office RGI on civil registration for more than 10 years;
  • Desirable knowledge of information system in social sector;

 

TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA)

  • 80:20 Weightage to be used for technical and financial proposal in the final evaluation.
  • Qualifications (15 marks)
  • Work Experience in number of years of experience of working on CRVS Act in office of RGI or state system (30 marks)
  • Working in UN office and other agencies given preference (5 marks)
  • Methodology/Approach note to undertake the consultancy as per the ToR. (30 marks)

Candidates who score an overall cumulative score of 64 marks and above to be considered technically responsive and their financials will be opened.

Payment will be linked to deliverables and would be released every month on satisfactory certification by supervisor.
