SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The Human Rights and Gender Unit (HRGU) is mandated to promote and strengthen the adaptation of those core values , advocating for change , developing and mainstreaming  of gender and rights based approach throughout all programmes as well as administration. The unit thus plays the role of facilitating the capacity building process of SCA staff and partners, awareness raising, monitoring and evaluating achievements of gender equality and human rights.  The Human Rights and Gender Senior Officer will be duty stationed in SCA Regional Management Offices to support SCA programs as well as administration and human resource units in mainstreaming gender and rights based approach to meet the strategic objectives of SCA. S/he will report to the Method Unit Coordinator of Regional Management Office and closely collaborate with Human Rights and Gender Unit at Kabul Management Office (KMO) to achieve the organizational objectives of rights based programming and gender equality.

Qualifications & Requirements:

  • Bachelors’ degree in Social Sciences or related field. Master in Gender and Development studies will be an asset.
  • Minimum 1 year experience in rights based development, training, gender and advocacy experience in community development projects.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in Pashto, Dari, and English, both written and spoken
  • Strong interpersonal and communication skills
  • Self-motivated, team worker and troubleshooting skills
  • Honest, proactive and well mannered.
  • Open to Afghan nationals only.

Main Responsibilities:

Capacity Building

  • To assist HRGU in developing of training module and materials ensuring inputs from field.
  • To organize and facilitate needs based training for programme and partner staff and communities in the field
  • In coordination with programme units, identify and develop contextualized tool-kits and training materials on gender and rights issues.

Advocacy and Networking/ coordination

  • To maintain linkages and network with human rights and gender focused right holders (civil society organizations) at field level and duty bearers (government and other line departments).
  • To participate in SCA’s advocacy efforts at regional level while strengthening SCA-supported national top down and bottom up advocacy efforts.
  • To liaison and participate in HRGU internal gender and human rights planning and coordination meetings at Kabul level.

Monitoring and data collection

  • To initiate development and compilation of regional best practices/success stories on human rights and gender mainstreaming and case studies from the impact/result of SCA intervention on the life of right holders and duty bearers.
  • To monitor gender progress and gaps on regular basis within the programmes and proactively seek to guide and support programmes in addressing gaps and challenges.
  • Ensure integration and implementation of gender checklists and rights based checklists across programs and all other interventions

Planning & Reporting

  • To participate and support project units in developing applications, plans, survey, assessments, budget and report on RMO level.
  • To develop and share monthly report to Method Unit Coordinator with cc to HRGU on regular basis.

Others

  • To maintain a proper filing systems in the respective regional management office.
  • Perform other duties within competence as assigned by the line supervisor.
