SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

Under the direct supervision of District Manager, the Office Assistant is responsible for maintaining an improved file management system, execution of administrational and logistic facilities including district office maintenance and operational activities of service and support staff. Together with project staff team at district level works in an efficient and transparent manner to achieve the overall goals of the Project through the community development councils (CDCs) and other related Community Based Organizations (CBOs).

Qualifications & Requirements:

  • Bachelor’s degree from recognized college or university in public administration, Management, Economy with related professional field.  
  • 2-3 years relevant experience, especially within an NGO, UN agencies or similar organization, Documented familiarity of community development projects, at grass root level with community participation, Proven competencies in office administration, logistic and financial management including monitoring of development activities and projects.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in Dari and Pashto, both written and spoken
  • Team worker, analytical, and troubleshooting skills
  • Familiar with report writing and planning
  •  Ready to work, live and travel in an intricate and strenuous environment
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  •  Honest, proactive and well mannered.
  • Strong interpersonal and communication skills
  • To be familiar with the cultural, socioeconomic and political environment of the northern provinces of Afghanistan.
  • Being an Afghan citizen.

Main Responsibilities:

  • Maintain an improved and well-organized file management system such as CDCs files, official letters, meting minutes and other relevant documentations
  • Keep and maintain up-to date RDP photo gallery
  • Assist project team during planning and reporting as requires
  • Prepare demands and requests for equipment and transportation, procurement arrangements as per project need
  • Execute administrational and logistic facilities in close coordination with the line units to provide facility to project team
  • Regularly check the stock and make necessary arrangement of items and keep update stock report to share with the project team
  • Prepare staff Attendance report in a monthly basis with HRM requirements
  • Organize office set up, transportation schedule and service staff management
  • To participate actively in ensuring broad understanding and acceptance by local communities of the RDP activities and SCA in general.
  • To be innovative, creative and have the ability to deal with different models for service delivery with special focus on community participation strategies
  • To actively evaluate the security situation at district level and implement strong adherence by staff on security regulations and precautions
  • Assist District Manager on maintaining efficient and adequate management system and routines to ensure high quality in performance. Development of regular, participatory and documented staff meetings at district level is expected.
  • Cope with local problem and always propose options for conflicts and local tensions
  • Maintain strong working relationship and effective communications with team members.
  • Assist District Manager in maintaining positive working and learning environment for district office team members.
  • Assure that team follow SCA policy and procedure.
  • To enforce the implementation of SCA financial regulation and procedure in RD project activities at district level.
  • To set up adequate quality control mechanism in the project implementation at district level.
  • To assist District Manager during Planning, follow up, manual revisions and to secure accountable practices according to financial regulations.
  • Maintain productive and comprehensive coordination within programme units.
  • Maintain and follow all organizational procedures, guidelines and code of conduct.
  • Keep update data, proper documentation, filling and reporting to immediate supervisor in a timely manner.
  • Complete all related planned activities in the scheduled timeframe.
  • Travel to the field when required
  • Any other relevant task given by line supervisor
