UNICEF Indonesia is seeking a Programme Assistant (Harmonized Approach to Cash Transfer/ HACT) who will work specifically on HACT support issues, for both the regular country programme, as well as emergency response activities. The incumbent will perform a variety of information gathering and administrative services in support of HACT with implementing partners, including support to managing the partnership database in eTools (the new corporate implementing partner management system). Under guidance of the supervisor and unit chief, the incumbent will be expected to work closely with other UNICEF clusters to maintain HACT related plans, documents and systems on a daily basis.

Under the supervision of the Planning and Budget Specialist (Planning, Monitoring and Evaluation Unit), the Programme Assistant (HACT) will work specifically on HACT support issues, for both the regular country programme, as well as emergency response activities. The incumbent will perform a variety of information gathering and administrative services in support of HACT with implementing partners, including support to managing the partnership database in eTools (the new corporate implementing partner management system). Under guidance of the supervisor and unit chief, the incumbent will be expected to work closely with other UNICEF clusters to maintain HACT related plans, documents and systems on a daily basis.

 

MAIN TASKS AND RESPONSIBILITIES:

1. Support the implementation of HACT procedure and policy

  • Collect and maintain information on implementing partners, e.g. update the list of UNICEF partners in the assurance plan and compile information on the estimated annual planned amount (from partnership agreements and workplans).
  • Collect and file assessment reports for active implementing partners and note the correspondent risk in the assurance plan.
  • Monitor the status of HACT assurance activities and provide analysis as required for reporting.
  • Maintain information from assurance activity reports, including follow up actions. This information will be maintained in the corporate eTools partnership database, specifically financial assurance module (for spot checks) and trip management module (for programmatic visits).
  • Provide support to the supervisor (HACT focal point) in preparing background materials and analysis to be used in meetings and trainings on HACT.
  • Provide support to specific administrative functions for programme activities, including through field visits, programme monitoring visits, and partner meetings.
  • Participate in the internal spot check roster team. Contributes to the conduct of spot check activities as per the assurance plan.

2. Support to partnership management, monitoring and reporting of results

  • Support the programme team (through PM&E unit) in transition of manual processes to the online partnership management system (eTools). This includes updating partner data, updating of the assurance plan based on workplans and partnership agreements, logging of completed assurance activities, automation of assurance KPIs, and tracking of follow-up actions (for spot checks and programmatic visits).
  • Regularly maintain the office-wide programme activity workplan, for implementing partners and other technical or supply assistance types. Work closely and collaboratively with programme colleagues to regularly collect and update information on the workplan.

 

To qualify as an advocate for every child you will have…

  • A first university degree in one of the following fields: accounting, social sciences or project management; relevant professional experience may be considered in lieu of the degree
  • Minimum of 5 years work experience in finance, accounting or project management
  • Experience in conducting or being part of a team for financial assessment/audit activities
  • Have good analytical skills
  • Strong presentation and facilitation skills
  • Knowledge of UNICEF-supported programmes, the programming context, and the UN HACT Framework, would be an advantage
  • Fluency in English and Indonesian is required.
