OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (WHE) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Within WHE, the Health Security programme, contributes to strengthening Turkey's health security through integrated preparedness and response to epidemic threats of all origins in line with international standards, as well as improving capacities for threat detection, outbreak identification, management, communication including communicable disease case diagnosis, reporting and epidemic intelligence in line with the needs of Early Warning and Response System (EWRS).

DESCRIPTION OF DUTIES

Within the framework of the Health Security Project and in alignment with the CFCU direct grant agreement, advise and support the national authorities in the assessment of the feasibility and sustainability of approaches to establish and maintain a Field Epidemiology Training Programme (FETP). Oversee the continuing education and national capacity building in diseases control at the central and provincial levels in Turkey.Please describe the key duties\: --> Advise and guide the national authorities in updating objectives, structure, curriculum, training material, operational and administrative procedures, for an effectively-functioning and sustainable field epidemiology training programme/in-service training programme at the central and provincial level.--> Assess the FETP in Turkey, drawing from lessons learned; update the existing training curricula and develop new training models to address the national needs and gaps, taking into consideration the global FETP trends. --> Define mechanisms and tools to maximize the institutionalization and sustainability of activities implemented for the FETP, in close consultation with the Operations Coordinator and the Beneficiary.--> In collaboration with different stakeholders, plan, coordinate, conduct, evaluate and report on the FETP capacity building activities, within the framework of the Health Security project and in accordance with the Description of Action (DOA). --> Steer the process for TEPHINET international accreditation; this includes supporting the national authorities in the preparation of necessary documents and application procedures.--> Liaise with the national authorities the development and dissemination of the Field Epidemiology Bulletin, outlining brief outbreak investigation reports, surveillance reports, FETP news and events. --> Supervise training fellows and support mentor activities.--> Represent WHO country office in national and international meetings, as and when required.--> Maintain regular contacts with the WHO Country Office in Turkey and WHO Regional for Europe to ensure that the Project Implementation is consistent with administrative and financial organizational rules, regulations, reporting requirements and Regional strategies.--> Perform other duties as required by the WHO Representative/Head of Country Office and/or WHO Operations Coordinator for the successful implementation of the Project.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree in medicine and equivalent with postgraduate degree in public health epidemiology or communicable diseases epidemiology from an accredited/recognized institute. Diploma from a Field Epidemiology Training Programme or equivalent programme from an accredited/recognized institute.
Desirable\: Training on epidemiological disease modelling

Experience

Essential\: At least 7 years of relevant experience, at the national and international levels, including field experiences in training of public health epidemiology. Proven experience in coordinating and managing similar public health training programmes or equivalent
Desirable\: - Familiarity with the goals and procedures of international organizations (United Nations system, donors, and major non-governmental organizations) and European Union funded projects in other countries.- Experience in implementation on epidemiological disease modelling.

Skills

Thorough knowledge of the epidemiology of infectious diseases and other global health security threats, and of issues and practices for disease prevention and control.Proven ability to coordinate and manage projects, build partnerships with multiple partners in the context of health emergencies. Proven ability to multitask across various planning and implementation processes within a highly demanding environment.Proven skills in FETP mentoring and training.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 767 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
