Background

I. Organizational Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Turkey is working with national governments, UN agencies, local authorities and non-governmental organizations to empower refugee women and girls and improve their access to opportunities, rights and services, as required by international treaties and national legislation. UN Women concluded an assessment in six cities to determine the needs of refugee women and girls, their challenges in accessing services and the areas that need improvement. The assessment helped inform the development of the “Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey”, referred as Refugee and Response Programme (RRP), an integrated programme that targets both displaced Syrian women and girls and host-country nationals across Iraq, Jordan and Turkey. The programme works through a multi-dimensional strategy that: i) enables women’s empowerment through addressing issues of economic vulnerability and violence by increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to national justice structures to promote accountability for violence against women, and ii) promotes a culture of peace and co-existence through supporting women to lead and engage in peacebuilding, reconciliation and conflict prevention.

The partners for programme implementation in Turkey are the Municipality of Gaziantep, International Labour Organisation (ILO) and Association for Solidarity with Asylum Seekers and Migrants (ASAM). The programme  offers a two-tier approach that combines livelihoods and referral support at the SADA Women-Only Center in Gaziantep, with interventions aiming at increasing women’s participation in decision-making mechanisms and creating social cohesion between women and girls from refugee and host communities. The implementation of the project started in February 2018 and will last until the end of January 2020.

With a view to enhacing gender sensitive humanitarian/refugee response programming and delivery, UN Women supports the capacity building efforts of key line ministries, municipalities, local authorities, international, national and local civil society organizations, UN Agencies and other stakeholders. Shifts are emerging around how humanitarian assistance/refugee response is delivered, as more effective solutions need to be found to address those left furthest behind. There is an increasing understanding that the humanitarian-development nexus need to be addressed as people in humanitarian assistance and support to reduce risk, build resilience in the short, medium and long term, given the nature of the proctracted crisis in Syria. Humanitarian and refugee response are not gender neutral. Gender sensitive response is essential to improve the effectiveness of assistance and resilience efforts, through better targeted support.

In December 2018 UN Women has started to roll out gender-sensitive refugee response trainings for the benefit of the first line responders. The Inter-Agency Standing Committee (IASC) Gender in Humanitarian Action Handbook (2018 version) is a key reference for the training module (1), built upon lessons learned by the humanitarian community and reflects the main challenges faced in ensuring that gender equality and women’s empowerment are mainstreamed throughout the assessment, planning, resource mobilization, implementation and monitoring stages of the humanitarian programme cycle.

As per the current assignment, the aforementioned programme contains aiming to capacitate women’s groups, women’s CSOs and CSOs/platforms/groups/initiatives working on gender issues and with women refugees, as well as on women’s economic empowerment, social cohesion and peace-building related work. In this context, UN Women will support the aforementioned entities to boost their technical and organisational capacities in areas that have been identified as needing support, such as finance, program management/administration, fund-raising, prevention of gender-based violence, prevention of sexual exploitation and abuse (2), refugee/migration legislation, international humanitarian standards, gender-sensitive refugee response, women’s empowerment.

UN Women will also ensure that CSOs can access to best technical expertise in areas where they are willing to develop capacities. Minimum 10 groups/CSOs benefit from technical and organisational training from UN Women in areas that have been identified as needing support. UN Women has already iniaited the mapping of groups/CSOs who may benefit from such support.

Secondly, UN Women will implement women empowerment and community mobilization programmes targeting women’s groups that will strengthen their understanding of joint action and engagement in the design, delivery and monitoring of assistance and protection. This is also expected to reinforce women’s leadership skills and understanding of gender equality. 420 women will receive empowerment and community mobilization training through workshops, mentoring programmes at individual level and other innovative measures.

In this context UN Women in Turkey will recruit two national consultants to help achieve the aforementioned outcome. The consultants will closely work with the three gender training consultants responsible for the training of 400 front-line responders.

Duties and Responsibilities

II. Functions

Within the scope of the assignment the consultants are expected to provide consultancy services for the below listed generic tasks:

1. Draw up training modules based on good practices in the following indicative fields aiming to  capacitate women’s groups, women’s CSOs and CSOs/platforms/groups/initiatives working on gender issues and with women refugees: finance, program management/administration, fund-raising, prevention of gender-based violence, prevention of sexual exploitation and abuse, refugee/migration legislation, international humanitarian standards, gender-sensitive refugee response, women’s empowerment.  

2. Apply the training modules in minimum seven cities (Gaziantep, Adana, Istanbul, Izmir, Sanliurfa, Hatay, Ankara indicatively) to minimum 15 CSOs as specified under section I above. Each traning session will last two days with the participation of 20-25 participants.

3. Provide one-to-one consultancy and mentorship to minimum 10 CSOs so that the CSOs can access to best technical expertise in areas where they are willing to develop capacities. Each consultancy/mentorship per CSO will last three days on average and will take place in-situ or through online communication tools. The identification of the CSOs to receive consultancy and mentorship will be based on the mapping exercise carried out by UN Women and those who have attended the trainings specified under item 2 will be given priority.

4. Carry out pre and post tests/evaluations of the training modules.

5. Develop a guidebook for the use of civil society organizations covering the topics addressed under the capacity building trainings. The guidebook should take into account the existing literature and materials on these subjects, and should address how to operate a CSO in a sustainable manner. The outline of the guidebook will be agreed upon by UN Women in advance.

6. Document the experience and lessons learned on the training sessions. Present such lessons learned at events, programme meetings and other relevant platforms.

During the implementation of the assignment, the two consultants will work as a team and share the preparation and delivery of the training modules according to their strengths and expertise. The training modules should contain case studies and practical exercises wherever possible. The final division of work between the consultants will be determined under the supervision and guidance of UN Women.

The training modules should be prepared in English and Turkish. UN Women will undertake translation to other languages if required.

UN Women will cover costs related to logistics and organization of the training seminars. The proposals should not include logistical costs related to the organization of the training programmes. However, the consultant is responsible for covering their travel and accommodation costs, which should be included in the financial offer.

III. Deliverables

The assignment will start in April 2019 and be completed in December 2019. The table below outlines the estimated number of working days that are allocated to each consultant to carry out the assignment.

All deliverables shall be agreed with the UN Women Programme Management Specialist and/or relevant UN Women staff. All reports shall be presented in English, in electronic version.

The timeframe for the work of the consultants is tentatively planned from April 2019 until December 2019 with an estimated total volume of work not to exceed 95 working days, coordinated in advance with the UN Women Programme Management Specialist.

Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women in Turkey shall be the only criteria for the consultant’s work being completed and eligible for payment/s.

Education and certification:

  • At least five years of experience in developing and delivering training programmes in minimum three of the following fields: finance, program management/administration, fund-raising, prevention of gender-based violence, prevention of sexual exploitation and abuse, refugee/migration legislation, international humanitarian standards, gender-sensitive refugee response.  
  • At least two years of experience in the field of gender equality and/or women’s empowerment.
  • Previous experience in the field of humanitarian/refugee response is an asset.
  • Previous experience in working with women’s CSOs is an asset.

Language Requirements:

  • Fluency in written and spoken Turkish and English required.

VII.  Travel

Indicatively seven domestic travels are expected to take place to Ankara, Gaziantep, Izmir, Istanbul, Sanliurfa, Hatay for the training sessions. Each mission is expected to last two to three days. The Consultants will be responsible for all travel expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women in Turkey and shall be included in the total contract amount of the contractor. In the case of unforeseeable travel, payment of travel costs should be agreed upon, between UN Women in Turkey and the National Consultant, prior to travel and will be reimbursed.

VIII.  Schedule of Payments

The amount paid to the consultant shall be gross and inclusive of all associated costs such as social security, pension and income tax, etc.

Payments will be made upon submission and approval of deliverables above, and certification by the UN Women Supervisor that the services have been satisfactorily completed. The amount will depend on the above mentioned deliverables and supporting documents (timesheets, reports, training participant lists, evaluation survey sheets, etc.) completed by the consultant and accepted/approved by the UN Women Supervisor and should be delivered within the agreed timeframe. Without submission and approval of the deliverables, the Consultant shall not receive any payment even if he/she invests time for this assignment.

X. Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2.Travel costs

The Consultant will be responsible for all travel expenses associated with undertaking this assignment. All travels shall be coordinated with UN Women in Turkey and shall be included in the total contract amount of the contractor. In the case of unforeseeable travel, payment of travel costs should be agreed upon with UN Women in Turkey.

3.Daily Subsistence Allowance

4.Currency of the price proposal

The applicants are requested to submit their price proposals in Turkish Lira. In case of proposals in other currency, these shall be converted into TL using the official UN exchange rate for currency conversion to TL at the date of applications’ submission deadline.
