Background

I. Background and Justification

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

HeForShe Initiative

HeForShe is the global movement initiated by UN Women inviting men and people of all genders to stand in solidarity with the women to create a bold, visible, and united force for gender equality. Since its launch in 2015, the movement has now more than 1.3 billion men and women declaring their support from gender equality across the world. HeForShe aims to enable men to identify with the issues of gender equality and to recognize the crucial role that they can play to end the global inequality faced by women and girls, both in their own lives, and at more structural levels in their communities. The HeForShe campaign offers an innovative approach to achieving gender equality that recognizes men and boys as partners for women's rights and acknowledges the ways in which they also benefit from gender equality. HeForShe is an important tool for engaging men and boys in gender equality and UN Women in Turkey considers male engagement as a cross cutting topic under all the programmatic areas such as Refugee Response, Elimination of Child, Earl and Forced marriage and Elimination of Violence against Women.

In 2015, UN Women launched the HeForShe solidarity movement for gender equality in Turkey, with the participation of the government, private sector, civil society, academics and the media. In 2018, Fenerbahçe Sports Club joined forces with UN Women under the HeForShe movement to advance gender equality and women’s empowerment in sports. As a result of this unique collaboration, Fenerbahçe aims to set an example globally by becoming an inclusive and gender-responsive sports club which supports women’s empowerment and pioneering a number of initiatives in the sports community through the “Equal Together” movement until the end of 2019.

Reporting to the Programmes Manager in UN Women Turkey office, the Consultant will be responsible for a comprehensive gender analysis of Fenerbahçe Sports Club to identify the gaps and to plan a holistic strategy for becoming an inclusive sports club.

II. Purpose of the Consultancy

As part of the goal for being an inclusive, gender responsive sports club, UN Women Turkey Office has identified four pillars of a holistic roadmap:

  1. Gender Analysis
  2. Gender Awareness Trainings
  3. Communication Strategy
  4. Transformative Advocacy

Work under all these pillars will be simultaneous and at the same time complementary. UN Women would like to set the ground for interventions towards an inclusive, gender responsive sports club through a detailed gender analysis of different components of the Club. The gender analysis is expected to be conducted through:

  1. Literature review and research based data collection for comparative analysis
  2. Desk review of the gender disaggregated data
  3. Development of the indicators specific to gender analysis of Fenerbahçe Sports Club.
  4. Face to face discussions (interviewees will be identified by Fenerbahçe Sports Club based on the profile requested by the Consultant)
  5. Focus group meetings
  6. Analysis of Fenerbahçe media outlets

Objectives of the Analysis:

  • Gender analysis of Fenerbahçe Sports club in five strategic areas: 1. Participation 2. Management 3. Coaching 4. Gender-based violence (verbal and discourse level) 5. Representation in media (limited to media outlets of Fenerbahçe)  
  • To identify indicators for an inclusive gender sensitive sports club in line with the international norms and standards, benchmarks and the best practices. 
  • To identify the gaps and intervention areas for the abovementioned strategic areas in line with the indicators identified.
  • To develop the set of recommendations to be an inclusive and gender responsive sports club.

In this context, UN Women Turkey Office seeks the engagement of National Consultant for Conducting the Gender Analysis of Fenerbahçe Sports Club.

Duties and Responsibilities

III. Duties and Responsibilities

The Consultant is expected to:

  1. Identify the quantitative data resources and work with Fenerbahçe to access these resources
  2.  Familiarize with Fenerbahçe Sports Club’s institutional and organisational set up including its media outlets and companies.  
  3. Review the strategic documents
  4. Identify the indicators for five strategic areas (participation, management, coaching, gender-based violence, media representation)
  5. Conduct face to face discussions and focus group discussions as part of the methodology
  6. Analyse the quantitate and qualitative data collected through desk review and the interviews
  7. Prepare the final gender analysis report
  8. Have a debriefing session with Fenerbahçe Sports Club and the Partners on the main findings of the analysis and the next steps
  9. Develop set of recommendations for an inclusive and gender sensitive sports club

IV. Deliverables

The assessment will start in February 2019 and be completed by the end of May 2019. The table below outlines the estimated number of working days to carry out the assignment.

All deliverables shall be agreed with the UN Women Programmes Manager and/or relevant UN Women staff. All deliverables shall be in Turkish, in electronic version. Only the executive summary of the final gender analysis report will be submitted in English and Turkish. The documents will be translated to English under UN Women’s supervision. Nevertheless, the consultant will go over the English translation of the materials for quality check.

Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women Programmes Manager shall be the only criteria for national consultants’ work being completed and eligible for payment/s.

V. Travel:

The Consultant will be responsible for all travel expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women in Turkey and shall be included in the total contract amount of the contractor. There will be missions to Istanbul for different purposes. The maximum expected number of travels is 10 during the consultancy. There may be different number of days required for accommodation. The financial proposal template is explanatory in this regard. The taxi fees for attending the meetings are also under the responsibility of the Consultant. In case of an unforeseeable travel, UN Women will handle the travel costs.

  • At least 5 years of relevant professional experience in gender analysis, research and reporting;

  • Experience working with women’s organisations and international organisations is an asset;
  • Work experience in gender and sports is a strong asset.

IX. Evaluation of applicants

The Consultant will be evaluated based on the qualifications and the years of experience, as outlined in the qualifications/requirements section of the ToR.  In addition, the Consultant will also be evaluated on the following methodology:

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the Consultant whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable; and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

The award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the ToR.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

  TECHNICAL EVALUATION (70%)  

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

The evaluation methods include desk review and/or interview.

Final selection: only the candidate with the highest ranked will be selected.

Note: Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation.

X. Contract supervision

The consultant will work in close cooperation and under the direct supervision of the UN Women Programmes Manager.

XI. Schedule of payments

The amount paid to the consultant shall be gross and inclusive of all associated costs such as social security, pension and income tax, etc.

Payments will be made upon submission and approval of deliverables above, and certification by the UN Women Supervisor that the services have been satisfactorily completed. The amount will depend on the abovementioned deliverables and supporting documents completed by the consultant and accepted/approved by the UN Women Supervisor and should be delivered within the agreed timeframe. Without submission and approval of the deliverables, the Consultant shall not receive any payment even if he/she invests time for this assignment.

Annex I: Price Proposal Guideline and Template

The prospective National Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2.Travel costs

The Consultant will be responsible for all travel expenses associated with undertaking this assignment including the flight tickets and terminal expenses from/to airports/bus stations as well as per diem. The taxi fees for attending the meetings are also under the responsibility of the Consultant. The expected number of travels is 10 during the consultancy.  In case of an unforeseeable travel, UN Women will handle the travel costs.

3.Currency of the price proposal

The applicants are requested to submit their price proposals in TL.

Daily Substance Allowance (DSA) Cost x 20

(This is in line with the maximum estimated number of travels for this assignment. There may be missions with one day DSA as well as two or three days based on the number of nights spent in Istanbul for the mission. The DSA fee should indicate the lump sum fee for accommodation, breakfast, lunch, dinner and miscellaneous expenses. For each night away from the duty station, the consultant will be paid one day DSA.)
