ABOUT WFP

STANDARD MINIMUM QUALIFICATIONS

Advanced university degree or university degree with experience and training/courses in one or more of the following disciplines: agricultural economics, social policy, rural development, agronomy, civil engineering, or related discipline(s).

ORGANIZATIONAL CONTEXT

These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior programme post.

Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or HQ level for a defined area of expertise. Job holders operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Develop and lead the implementation of a strategy and work plan for the WFP Safety Nets portfolio to contribute to the overall strategy of the Safety Nets and Resilience Unit;
  2. Oversee the operational activities regarding social safety nets portfolio including urban programmes and IFI collaboration, such as:
    • Programme design
    • Operational and distribution planning;
    • Partnership selection and management;
    • Fund management and consumption monitoring.
    • Operational research and evidence building
  3. Provide line management for the Urban Safety Nets team
  4. Enhance the linkages between WFP and relevant line ministries through national policy dialogue relevant to strengthening support for urban and rural poor populations;
  5. Establish and maintain relevant operational partnerships to identify opportunities for collaborative approaches and initiatives that improve WFP’s safety nets programming;
  6. Contribute to WFP-wide policy discussions regarding safety nets, in alignment with WFP’s strategies and policies, ICSP and relevant guidance;
  7. Engage with other WFP units to ensure requirements for beneficiary relationship management (registration, distribution) are put in place and effectively working;
  8. Liaise with other relevant teams within WFP (M&E, Gender and Protection, VAM, Nutrition, Cash etc.), ensuring programme integration;
  9. Lead discussions on the potential for expansion of safety nets in South Sudan, both internally within WFP as well as externally with key stakeholders;
  10. Lead and contribute to the discussions on strategic programmatic choices of safety net programmes, such as registry and transfer management systems, conditionality, targeting, modality of transfer and transfer value;
  11. Prepare donor proposals, reports and visibility materials to highlight and advocate for the programme and to document good practices and lessons learned;
  12. Build capacity of WFP field office staff to encourage a greater level of activity management at the field level, through trainings, technical backstopping, and remote support.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills:

A demonstrated ability to prepare concise and well-written reports and documents in English is critical.

Ability to establish productive partnerships among key stakeholders including UN agencies, NGOs, IFIs (WB and AfDB), and Government

Proficiency in utilizing computers, including word processing, spreadsheet, power point, and other office software packages and systems.

Experience working with vulnerable urban populations and providing capacity enhancement and training.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least 5 years post graduate, progressively responsible, job related experience in the design and implementation of social safety net programmes, community-led development, food security interventions, programme management, or fields related to the above disciplines.

Working experience with IFIs or other organizations involved in the development of social protection and safety net systems would be highly valued”
