In response to the recent Central Sulawesi and NTB earthquakes and tsunami, UNDP has initiated     the Sulawesi / Lombok Programme for Earthquake and Tsunami Infrastructure Reconstruction Assistance  (‘PETRA’ in short)    to support the Government of Indonesia’s Rehabilitation and Reconstruction programmes in the two Provinces.  
 
The ultimate goal of PETRA is to contribute to the rehabilitation and reconstruction of key infrastructure to support the resilient recovery of disaster-affected communities in both provinces. It addresses the need to accelerate the restoration of critical public services (such as health and education), improve economic livelihood opportunities for affected communities, while, at the same time, enhancing resilience to future shocks in both provinces. It will be guided and informed by the post-disaster needs assessments and will be fully aligned with relevant national and sub-national recovery plans.
 
PETRA will deliver two outputs, namely: (a) Rehabilitation and reconstruction of partially and fully damaged infrastructure for critical public services; and (b) Rehabilitation of affected communities’ economic infrastructure to promote more resilient and sustainable livelihoods 
 
Under the guidance and direct supervision of the Team Leader Disaster Recovery Unit and coordination with Head of Procurement  Country office , the Procurement analyst  is responsible for management of the PETRA’s project, effective delivery of procurement services in order to obtain the best value for money. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement analyst promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.
 
The Procurement analyst supervises and leads the procurement associate. The Procurement analyst works in close collaboration with the operations, programme in the CO,  UNDP HQs staff , Petra Project team to successfully deliver procurement . 
 

Duties and Responsibilities

1.Ensures elaboration and implementation of procurement strategies focusing on achievement of the following results:
  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system.
  • Implementation of contract strategy in the PETRA project including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment.
  • Implementation of the strategic procurement including sourcing strategy,  supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement
 
2.Manages and guides procurement processes for  projects focusing on achievement of the following results:
  • Timely and duly preparation of procurement plans for the PETRA project and monitoring of their implementation.
  • Implementation of proper monitoring and control of procurement processes including organization of Request for Quotation (RFQ), Invitation to Bid (ITB) or Request for Proposal (RFP), receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.
  • Review and certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Management of procurement contracts and, upon delegation of responsibility, performing the functions of Manager Level 1 in Atlas for Purchase orders approval or higher level as per delegation authority 
  • Ensuring all  purchase orders are duly prepared and dispatched. Timely corrective actions on Purchase Order (PO)s with budget check errors and other problems.
  • Establishment of the procurement processes monitoring system for PETRA project and mechanisms to eliminate deficiencies in procurement.
  • Effective technical guidance  in procurement to  deal with  procurement for construction.
 
3.Ensures introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:
  • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms. 
 
 
4.Ensures facilitation of knowledge building and knowledge sharing in the project level  focusing on achievement of the following results:
  • Organization of trainings for the operations/ projects staff on Procurement 
  • Synthesis of lessons learnt and best practices in Procurement Management.
  • Sound contributions to knowledge networks and communities of practice.
  • Effective contribution to learning and knowledge in gender mainstreaming  in procurement 
 
5.The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that

Required Skills and Experience

Education:*
  • Master Degree or equivalent in Civil Engineering, Business Administration, Public Administration, Finance, Economics or related field would be preferable, but it is not requirement. 
  • Certification in Procurement or IPSAS areas is highly advantageous
 
Experience:*
  • 3 years of professional experience for candidate with Master Degree or 7 years of professional experience for candidate with Bachelor degree in the procurement field at the national or international level.
  • Experience in Engineering Procurement and Construction would be preferable 
  • Solid managerial experience in complex procurement
  • Solid experience in providing procurement advisory services in developing bill of quantity would be preferable. 
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and ERP systems, preferably PeopleSoft.
  • Strong communication skills and previous proven experience in cooperation with government authorities would be an asset.
  • Experience in UNDP or UN Agency Operations Management is highly advantageous 
 
Language Requirements:
  • Fluency in written and spoken English is required;
 
Other Requirements:
  • Excellent interpersonal communication skills, writing ability and administrative skills.
  • Ability to work in multidisciplinary teams.
  • Ability to engage and negotiate with high level personnel in governmental institutions, external agencies, etc.
