CAMRIS is seeking a Deputy Program Director (PD) who can work independently to provide leadership and oversight to lead a U.S. Agency for International Development (USAID) Bureau of Policy, Planning and Learning (PPL) project to provide services to strengthen USAID Operating Unit’s (OUs) implementation of Program Cycle mechanisms. S/he will manage a portfolio of assignments and a cadre of short-term experts in strategic planning, project and activity design, performance monitoring and evaluation, knowledge management and collaborative learning and adapting (CLA). S/he will be responsible for all aspects of an assignment including assignment planning, design, recruitment, budget management, implementation, and close-out.

The Deputy Program Director will support the Program Director in the overall management of the contract and play an active role in planning, coordinating, and organizing consultancy assignments, identifying and nominating consultants, negotiating terms of employment, scheduling and conducting briefings, overseeing the report process, developing and reviewing scopes of work, liaising with USAID’s PPL Bureau and other OUs, including overseas Missions, and respond to client needs as directed by the COR or ACOR. Additionally, this person will function as a Program Cycle advisor, ensuring the contractor provides high quality, cost effective, and collaborative Program Cycle services to USAID clients.

The project provides USAID’s PPL Bureau with ready access to high-quality, external technical expertise to:
* Support PPL to implement the Program Cycle as the Agency’s business model for evidence-based program design, implementation, learning, and adapting to operationalize Agency priorities and achieve development outcomes;
* Provide support and capacity building of USAID OUs to implement the Program Cycle, including through buy-ins for both technical and staff support;
* Build capacity in each component of the Program Cycle and across components of the Program Cycle in order to strengthen overall Agency technical expertise in strategic planning, project design, activity design, monitoring, evaluation, and Collaborating, Learning and Adapting (CLA), including through training;
* Facilitate and coordinate sharing of examples from field and Washington OU Program Cycle implementation, and synthesize as appropriate to facilitate peer-to-peer learning;
* Monitor, evaluate, and strategically learn from activities implemented under this mechanism;
* Provide thought leadership on and support the testing of innovative techniques related to the Program Cycle, including in strategic planning, project and activity design, monitoring, evaluation, and learning;
* Provide support for internal and external web-based platforms to facilitate communications across OUs and support knowledge management; and
* Partner with the private sector and/or provide grants under contract in partnership with eligible organizations (academia, non-profit, foundations) to achieve the other objectives listed above, if directed by PPL or another USAID OU.
* Advanced degree in social science research, public policy, economics or other advanced degree related to strategic planning, program design, or monitoring and evaluation.
* A minimum of 7 years of demonstrated experience in international development. (At least 2 of the 7 years is in-country developing country experience)
* At least 5 years of experience as a Program Manager, Deputy Director, Deputy Chief of Party or senior manager of complex programs providing technical assistance and capacity building services to USAID or other donor projects
* Extensive knowledge of USAID’s Program Cycle Mechanisms
* Extensive knowledge of USAID ADS 201 and 205
* At least 5 years of experience in either evaluation, project/activity design, strategic planning or capacity building in any of the Program Cycle component areas.
* Demonstrated experience coordinating activities with a variety of organizations, including universities, foundations, NGOs, private firms, international organizations, and other donors.
