Waste Management and Sanitation Consultant (Green Cities Project)

The Consultant will provide technical support to Environmental Conservation Department and Global Green Growth Institute in implementation of the GCF funded Green Cities Readiness Project. The objectives of the project are to develop Green Cities investment project pipelines and nominate GCF National Access Entity.

Under the overall guidance of Country Representative and close supervision of Project Lead, the Consultant will be responsible for undertaking policy assessment and stakeholder analysis to prepare reports relevant to the areas of public-private roles in Sustainable Waste Management, Decentralized Wastewater Management and Urban Sanitation. The Consultant will develop awareness raising materials for the private sector and, also organize and lead workshops in four project cities.

This consultant position is deliverable based over the project duration of 2 years and will provide technical support to start up implementation of GCF funded Green Cities Readiness project in four cities in Myanmar.

 

Objectives/Purpose of the Assignment

 

  • Organize and lead Project Inception/ Awareness Raising Workshop on Green Cities Readiness Project and develop workshop reports. 
  • Assess Myanmar’s international commitments (INDC and SDGs) and existing national, city and sectoral policies and strategies to identify priority areas for the development of investment plans in four cities, as these relate to Sustainable Waste Management, Decentralized Wastewater Management and Urban Sanitation, to be identified in consultation with the Government. The assessment will include gender and social inclusion aspects.  
  • Assess the roles of key government actors at the national and city level and other relevant stakeholders in the development of the green cities investment plans and priorities for four cities (drawing on lessons ADB, JICA, UN-Habitat, KOICA, AfD, Rockefeller), as these relate to Sustainable Waste Management, Decentralized Wastewater Management and Urban Sanitation, integrating key climate change,  gender and social inclusion objectives identified in Myanmar’s draft National Conservation Policy, Green Economy Strategy Action Plans, Waste Management Policy,  Climate Change Strategy, and Myanmar Sustainable Development Plan, and any other national/ sub national policies 
  • Raise awareness of the private sector to access GCF to support the government and engage with them in identifying opportunities and draw on private sector and donor experiences in addressing barriers for private sector investments in support of the city investment plans’ implementation as these relate to Sustainable Waste Management, Decentralized Wastewater Management and Urban Sanitation 
  • Engage stakeholders from the public and private sector, seeking equal representation of women and including relevant groups, in consultation for the development of the green cities investment plans in four cities as these relate to Sustainable Waste Management, Decentralized Wastewater Management and Urban Sanitation.

All reports must be in English (United States usage), prepared in accordance with GGGI's formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information. Executive summary must be prepared in both English and Burmese.

 

If the consultant is required by GGGI to travel on official business to a location other than the consultant's duty station and four project cities, such travel will be at the expense of GGGI in accordance with GGGI's travel policy and guidelines.

 

Qualifications/Experience/Expertise

 

  • Advanced degree (Masters) in a relevant field of waste management/ wastewater or sanitation, such as Sustainable Waste Management, Municipal Solid Waste Management, Decentralized Wastewater, Urban Sanitation, Environmental Engineering, Environmental Policy, Environmental technology, or other area related to Waste Management and Sanitation;
  • Exceptional analytical and quantitative skills, alongside strong synthesis and strategic thinking skills
  • Excellent knowledge of municipal solid waste management and wastewater and sanitation.
  • Demonstrated experience in Green Cities Investment Plan Development
  •  At least 4 years of experience leading technical and/or capacity-building projects relevant to municipal solid waste management, decentralized wastewater management and environmental sanitation sectors in Myanmar and/or developing countries;
  • Project delivery experience, including managing the delivery of results on time and on budget
  • Demonstrated experience in organizing and leading workshops, trainings and consultation meetings with stakeholders
  • Excellent written and spoken communications skill in English and Burmese is a must
  • Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output
  • Proven experience in establishing and maintain working relations with government officials. Demonstrate experience and success in the engagement of, and working with both the public and private sector
