Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Organisational Context

The Victims and Witnesses Section (VWS) organisationally belongs to the Division of External Affairs and Field Operations in the Registry. It provides protective measures, security arrangements, counselling and other appropriate assistance to witnesses and victims who appear before the Court and to others who are also at risk on account of testimony given by such witnesses. The Section may advise the Prosecutor and the Court on appropriate protective measures, security arrangements, counselling and assistance.

The Section is responsible for ensuring that the witnesses appear in the Court appropriately protected, supported and as scheduled by the Chambers. Furthermore, it is responsible for the management of the ICC Protection Programme (ICCPP) and may cooperate with States, intergovernmental and non-governmental organisations in providing any of the protection and support measures stipulated by the Statute.

Duties and Responsibilities

Within this framework, and under the direct supervision of the Analyst of the VWS Analysis Team, the incumbent performs the following duties:

  • Provides assistance to the Analyst to increase the analytical capabilities of the VWS in order to ensure the efficiency of the ICCPP and the safety of victims and witnesses;
  • Monitors and reviews security situations in ICC areas of operation, with a focus on security incidents related to victims and witnesses; and collects different types of information through various sources according to specific criteria;
  • Securely registers information and other intelligence collected;
  • Drafts reports and gives presentations on relevant topics;
  • Reviews confidential documents and redacts sensitive information;
  • Translates confidential documents and/ or provides interpretation during phone calls with protected witnesses;
  • Provide analytical support to Senior Managers and Team Leaders in the absence of the Analyst;
  • Protects the safety, physical and psychological wellbeing, dignity and privacy of all victims and witnesses, with regard to all relevant factors, including age, health and nature of the crime, in particular, but not limited to, where the crime involves sexual or gender violence or violence against children;
  • Maintains confidentiality at all times, respects the interests of the witness and acts impartially when cooperating with all parties;
  • Performs other duties as instructed by the Analyst and the Senior Manager.
  • The incumbent, prior to commencing his/her duties, is required to sign a confidentiality agreement with the VWS.

Essential Qualifications

Education:

Diploma of Secondary Education.

Experience:

  • A minimum of ten years work experience in positions clearly identified and officially labelled as analysis, or government intelligence positions involving analysis, is required; A university degree, being at advanced or first-level, in combination with six (6) years of relevant experience, may be considered as a substitute for two years’ of working experience only to determine eligibility.
  • Experience with large-scale situations is desirable;
  • International experience is desirable.

Knowledge, Skills and Abilities:

  • Strong analytical and reasoning skills including the ability to understand complex scenarios and handle simultaneously conflicting information and hypotheses;
  • Excellent drafting skills and ability to prepare analytical reports;
  • Excellent presentation skills and ability to logically defend chosen positions;
  • Advanced computer skills including ability to operate databases, and/or search engines and/or analytical software efficiently would be an asset;
  • Excellent ability to administrate and handle complex and voluminous sets of records and facts;
  • Ability to keep strict standards of confidentiality and security;
  • Flexibility and adaptability to changing environments and plans;
  • Ability to familiarise quickly with new situations, to anticipate difficulties, to manage conflicting priorities and to deal with a variety of different tasks under time pressure;

Knowledge of Languages:

Proficiency in one of the working languages of the Court, French or English, is required. Working knowledge of the other is desirable. Advanced knowledge in Arabic is highly desirable. Knowledge of another official language of the Court (Chinese, Russian and Spanish) is an asset.
