Summary of Duties and Functions
 
 
The Forest Policy and Resources Division (FOA) leads FAO's work in promoting sustainable forest management and providing leadership on the environmental, social and economic dimensions of forestry, including its contributions to poverty reduction and food security and nutrition. It liaises with member countries, civil society and the private sector in aspects ranging from development of effective forest policies to forest conservation and management issues, and strengthens the role of forests in climate change mitigation and adaptation. The Division also collects, analyses and disseminates information on the world's forest resources and on the production, trade and consumption of wood and non-wood forest products.
 
 
The post is located in the Reducing Emissions from Deforestation and Forest Degradation (REDD )/National Forest Monitoring Cluster of the Forestry Department. The work of the Cluster supports implementation of FAO's Strategic Programme 2 'Making agriculture, forestry and fisheries more productive and sustainable'.
 
 
Under the overall guidance of the Director, Forest Policy and Resources Division, the incumbent will coordinate and be responsible for management, coordination and delivery of the work programme of the REDD /National Forest Monitoring Cluster in FAO, in particular, the incumbent will\:
 
 
• Lead the REDD /National Forest Monitoring Cluster in the Forestry Policy and Resources Division promoting optimal coordination, collaboration and complementarity amongst existing projects related to national forest monitoring and climate change, for coherence, complementarity and concrete contribution to FAO Strategic Objectives through its Strategic Programmes and respective Delivery Mechanisms, including in particular SP2 - Increase and improve provision of goods and services from agriculture, forestry and fisheries in a sustainable manner;
• Provide strategic oversight in the UN-REDD Programme, including liaison with donors and other partners;
• Provide advice to FAO member countries in order to strengthen their capacity in developing and implementing REDD strategies under the UN Framework Convention on Climate Change (UNFCCC);
• Coordinate and harmonize international, national and sub-national efforts to develop and implement national/sub-national REDD strategies, including the development and implementation of national forest monitoring and MRV systems for REDD ;
• Lead the expansion of the programme into new areas of work taking into account FAO’s comparative advantages and expertise;
• Actively coordinate and engage with relevant Strategic Programmes, technical departments and with FAO Decentralized Offices, ensuring that FAO’s multiple expertise is channelled to support countries participating in the programme;
• Plan, allocate resources, implement, monitor and report on technical, operational and financial delivery of results of the Cluster;
• Provide guidance to and supervise staff, ensuring overall coordination of activities;
• Foster, strengthen and manage strategic partnerships with relevant institutions at international, national and local levels, including the private sector, NGOs and donors dealing with matters related to the functions of the Cluster;
• Foster and enable FAO’s participation in new initiatives and funding opportunities linked to climate change and /or REDD ;
• Plan and coordinate the preparation of meetings, seminars, publications and web-based information and facilitate secretariat services to relevant governing  bodies;
• Promote resources mobilization for relevant programmes and projects;
• Perform other related duties as required.

 

 

General Requirements
 
 
• Advanced University Degree in Forest Management, Monitoring and Assessment, climate change, natural resources, environmental sciences, or closely related fields;
• Extensive relevant experience in natural resources or forest management with significant experience on REDD and experience of managing complex and multidisciplinary projects including international experience;
• Knowledge and expertise of climate change international negotiations and/or intergovernmental consultations, and in fostering and strengthening partnerships;
• Demonstrated leadership, managerial and supervisory skills and a strong sense of responsibility;
• Progressively responsible relevant experience in programme and project planning, and delivery including international experience, particularly in developing countries or countries in transition;
• Demonstrated results-based management capabilities with and ability to manage programmes, budgets and human resources efficiently under shifting priorities and to deliver against deadlines;
• Strong communication, presentation and negotiating skills and ability to integrate work across all sectors of climate change in cooperation and consultation with a wide range of experts and stakeholders;
• Demonstrated skills in resource mobilization;
• Tact and sensitivity to issues of particular importance for partner countries;
• Demonstrated ability to lead and works effectively with a diverse team of people of different national and cultural backgrounds in an international settings;
• Working Knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese or Russian.
