Senior Associate

The Senior Associate position supports managers in monitoring on-going projects both substantively and financially to ensure efficient and timely delivery of results. The position oversees the provision of integrated platform across a range of services in the context of project management – HR, Finance, Legal, Procurement and day-to-day project and/or output management within the country program – to ensure effective delivery of the country program and projects, in-line with associated work program, budget and Logframe.

 

Purpose 

 

The role of Senior Associate is to ensure process integrity in SWM project operation, fully meeting established institutional policies, standards and donor requirements across budget execution, procurement & HR processes implementation and other operational functions for the Solid Waste Management Project in Lao PDR.

 

  • Supports Country Representative/project manager(s) in monitoring the ongoing projects both substantively and financially;
  • Ensures smooth operations of the Solid Waste Management Project in Vientiane Capital through the technical and non-technical support including administrative, financial, and managerial duties;
  • Monitors and reports on the project and work stream activities to ensure efficiency and consistency with established workplans for overall project management support;
  • Assists project budget monitoring and expenditure tracking to ensure program resources are optimally allocated and cost-effectively utilized;
  • Oversees and integrates transactions in Finance, HR, Legal, and Procurement for the SWM project through effective service platform;
  • Advances the project team in duties that can include general clerical tasks: drafting documents, correspondences, and timely scheduling.

 

 

 

Engagement 

 

  • Ensure consistency in day-to-day activities and service delivery;
  • Act as the focal point for the SWM project;
  • Provide effective coordination and communication among GGGI and concerned key stakeholders such as VCOMS, Vientiane City Mayor Office, Sikhottabong district and villages;
  • Advise project team on the procedures, policies and tools of all operational transactions for project/output delivery in-line with both GGGI and GoL policies;
  • Identify issues and risks that will affect the program and its delivery and report to the project manager in timely manner;
  • Assess issues across projects and work streams and Advise project staff on remedial measures in order to maintain integrity of delivery;
  • Anticipate donor and project requirements and Ensure alignment of services to meet deliverable needs;
  • Explain logistics procedures and requirements clearly for external partners who participate in GGGI workshops and meetings.

 

 

Delivery 

 

  • Provides technical and managerial support to all aspects of the SWM project to ensure smooth operations of Solid Waste Management Project in Vientiane Capital;
  • Plans follows through with the implementation of SWM project activities with government stakeholders, namely, VCOMS among others;
  • Monitors and reports project spending, procurement plans and requisition procedures in-line with yearly work programs and set budgets;
  • Verifies data and completes data entry and necessary documentation from spending and expenditures for SWM project management;
  • Supports preparation of project reports on a monthly, quarterly and annually basis in order to report to donors and program stakeholders;
  • Maintains program filing system and safeguards standards of reporting and quality of documents;
  • Consolidates projects’ financial documentation with high attention to detail for accurate project financial reporting;
  • Prepares and supports the project and program audits;
  • Manages office facilities and maintains physical asset records;
  • Provides logistical arrangements in respect to workshops and meetings of the country office including flight and ground transportation, visa processing, accommodations, and dealing with allowances and expense claims in-line with GGGI travels and resource person policies
  • Assists in the verification of receipt and accuracy of documents, approvals, signatures to ensure compliance with relevant legal, financial and other requirements;
  • Compiles and organizes information and reference materials from various sources for reports, workplans, studies, briefings, meetings/conferences, etc.

 

 

Qualification 

 

  • Bachelor of Science or equivalent degree in the field of Environmental Science, Urban Development, and related fields;
  • At least 3 years of relevant work experience in the field of Solid Waste Management, community engagement, reporting management, and project assistance;
  • Strong verbal and written English, native Lao speaker;
  • Knowledge of key players in climate change and sustainable development sectors, both domestically and internationally;
  • Knowledge of the political environment in Lao PDR in terms of green strategy and sustainable development;
  • Excellent communication, interpersonal skills and prioritization skills;
  • Experience working in an international organization and working with multi-cultural teams highly desired;
  • Experience working within the government of Lao PDR highly desired;
  • A pleasant personality striving towards excellence through due diligence.

 

Functional 

 

  • Provide day-to-day support for SWM project in Lao PDR and GGGI Lao team;
  • Plan and execute all necessary technical, administrative functions, and carry out office duties tasks and activities of work coordination and supervision on specific documents or fields;
  • Provide research support to managers in the country team to effectively deliver project outputs.
  • Support senior managers in the country team to build, nurture and sustain stakeholder partnerships with national and sub-national governments;
  • Coordinate internal and external meetings locally and internationally;
  • Assist in the verification of receipt and accuracy of documents, approvals, signatures, etc. to ensure compliance with relevant legal, financial and other requirements;
  • Ensure efficient time management in order to accomplish complex daily management;
  • Translate and interpret documents, as required.
