Vacancy Background

ICMP will implement a new project in Iraq through its Center for Excellence and Training, which is a unique repository of expertise that provides training and support to stakeholders inside Iraq. The project derives from the activities that the ICMP has been implementing with Iraqi stakeholders and aims to increase the skills of Iraqi officials, technical experts, civil society members and others in the area of missing persons. The ultimate objective of the project is to assist Iraq in developing a sustainable process to account for missing persons in an impartial, credible and transparent manner and in line with international standards.

Candidate Profile

ICMP is looking for a Learning and Development Officer, who will ensure the effective delivery of the missing persons process to a non technical audience. The successful incumbent will bring extensive expertise and experience in curriculum design and delivery of a wide range of training areas. The position is based in The Hague and will require significant and frequent travel to Iraq.

Responsibilities

The position reports to the Program Manager/L&D Officer and will receive substantive direction from various subject matter experts. Key responsibilities will be the following:

Direct training delivery

  • Deliver training, workshops and seminars to increase the knowledge various technical and non technical stakeholders in order to raise awareness of the importance of an integrated approach in addressing the issue of missing persons in Iraq
  • Coordinate with subject matter experts to perform learning needs assessments and identify individuals, groups, institutions for training participation
  • Assist the Program Manager and subject matter experts in creating custom learning solutions that will address gaps in knowledge and skills identified in the needs assessment
  • Create training modules, workshop and seminar material using various learning methods appropriate to the training material and context
  • Conduct participant evaluation after training delivery
  • Maintain a keen understanding of training trends, developments and best practices
  • Liaise with external partners and outsource training, as needed

Program Coordination

  • Track progress and report regularly to the Program Manager on training implementation
  • Ensure the program objects are delivered on-time, within scope and within budget
  • Measure project performance using appropriate systems, tools and techniques
  • Draft reports as requested

Other duties as assign:

  • Design and deliver courses, workshops and other training as required

Requirements

  • Bachelors degree or higher in Education or similar field of study
  • Formal education or training in Organizational Psychology, Learning and Development
  • Proven experience as a Trainer, and understanding of adult-focused training approaches
  • Professional training certification (e.g. CPLP), is an asset
  • Experience delivery training to vulnerable or traumatized group of people; such as, families of the missing
  • Prior experience in a work environment involving operational activities within forensic science as relate to the recovery and identification of missing persons; forensic anthropology, forensic archaeology, pathology, or DNA is an asset
  • Previous experience creating curriculum for e-learning modules and webinars
  • In-depth understanding of traditional and modern training methods (including workshops, simulations, e-learning and coaching)
  • Current knowledge of effective learning and development methods (instructional design, mobile learning, micro learning, social learning, blended learning)
  • Familiarity with e-learning platforms and practices an asset
  • Strong computer literacy, proficient in MS Office and Learning Management Systems (LMS)
  • Excellent communication and negotiation skills; sharp business acumen
  • Ability to build rapport with external stakeholders

Additional information

  • Professional written and spoken fluency in English and Arabic is essential; knowledge of Kurdish is an asset.
  • Willingness and ability to travel throughout Iraq. The willingness and flexibility to work in the evenings and on weekends, when required.
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender.
  • Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner.

Benefits

This position is eligible for an expatriate allowance and dependency benefits. ICMP salaries in The Netherlands are exempt from taxes and Dutch social security contributions.
