OBJECTIVES OF THE PROGRAMMEPromoting good health at key stages of life, taking into account the need to address health equity, social determinants of health and human rights, with a focus on preventing morbidity, mortality and disability from vaccine-preventable diseases through the optimum use of currently available and new vaccines
DESCRIPTION OF DUTIESThe incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda\:In close cooperation with IVD staff and other clusters, to develop, strengthen and coordinate operational capacity building networks, including providing technical support and expertise to Member States in the areas of all aspects of immunization such as service delivery , vaccines introduction and surveillance, intergrated disease control, regulatory activities, logistics and vaccines supply chain; assessing needs and recommending appropriate action; strengthening existing and setting-up new capacity building projects and facilitating their implementation.To proactively participate in the development and organization of epidemiological capacity building and training projects, including the analysis and interpretation of data on the epidemiology; the development and updating of existing guidelines; the design and dissemination of curricula, educational materials and intergrated training modules ensuring coherence between different aspects of epidemiology and surveillance; the implementation of epidemiology and surveillance training at the regional and country levels, using technologies such as E-modules, websites and other supports as part of the global information and information-sharing activities.In collaboration with the Health Observatories, to participate in the development of guidelines, norms and standards for the assessment of epidemiological activities at country level, with particular attention to effective data management methods for evaluating progress and results, lessons learnt and obstacles, and visits to assess performance and ensure the use of standard quality-assured data.To promote integrated on-site training through formative supervision and skills development training core teams with in the region to plan, evaluate and coordinate their capacity building activities. To proactively participate in the development/updating of norms and standards related to epidemiology, their dissemination and implementation to facilitate M&E, including but not limited to giving technical advice to countries and partners, and sub-regional networks; encourage exchange of views and information-sharing through video-conferencing, informal consultations and, as required, meetings at the country level, and bolster consistent reporting by developing /collaborating to the development and maintenance of up-to-date national databases as part of advancing research and development on new/improved tools and strategies.To collaborate to resource mobilization and advocacy activities in support of the implementation of WHO and AFRO Resolutions pertaining to immunization at the regional and country levels in a proactive manner.To support the development of work plans and budgetary proposals, as required.To perform other related responsibilities as assigned, including replacing and backstopping for others as required.
EducationEssential\: Postgraduate degree in medical sciences and medical education.
Desirable\: Specialization or specialized training in Public health.
ExperienceEssential\: At least seven years' practical experience in public health at the national and/or international levels, with experience in capacity building activities, analysis of results, including the development of training tools
Desirable\: Public health field training experience especially with the field of immunization in the African region. Experience in policy and strategy formulation, policy planning and programme implementation and evaluation.
SkillsProven expertise in epidemiology and public health, developing and utilizing standard capacity building data for monitoring programme performance, and ability to provide technical assistance to and support countries for implementation of multiple faceted aspects of elimination surveillance activities. Proven ability to summarize findings in the form of technical and accurate reports together with proposals and recommended actions. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance, ability to transfer knowledge to others, lead training teams and train others taking into consideration the views of multiple stakeholders and partners in resource-limited contexts. Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3178 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
