The Organisation for the Prohibition of Chemical Weapons is the implementing body for the Chemical Weapons Convention, which entered into force on 29 April 1997. The OPCW, with its 193 Member States, oversees the global endeavor to permanently and verifiably eliminate chemical weapons.

Responsibilities


Job Summary


The objectives of the Office of the Deputy Director-General (DDG) are to Support the DDG in her task of line-managing the six divisions of the Secretariat: Administration, External Relations, Verification, Inspectorate, International Cooperation and Assistance, and the Secretariat for the Policy Making Organs, as well as the Health and Safety Branch; chairing several internal boards and committees; and decision-making through the delegated authority from the Director General.


The position of Special Advisor to the Deputy Director-General provides an exceptional opportunity for professional engagement and development as it supports and advises the Deputy Director-General across a broad spectrum of policy, technical and managerial tasks. In fulfilling these tasks, the Special Advisor will enhance the DDG’s capacity to engage effectively and strategically on key issues of the Technical Secretariat.


Main Responsibilities


The Special Advisor will provide overall supervision of the Deputy Director General’s Front Office team, working closely with the Office of the Director-General (ODG), to ensure optimal coordination and synergies at the level of the Executive Management of the Secretariat. This entails liaising with the Chief of Cabinet and the Deputy Chief of Cabinet on relevant issues. The primary function of the Special Advisor will be to support the Deputy Director-General to work most effectively with internal and external stakeholders. This is a facilitative role that requires a combination of focus and flexibility, as well as a willingness to play an active, behind-the-scenes role while under pressure. The role requires a highly resourceful individual with strong emotional intelligence, ability to prioritise and to negotiate, absolute confidentiality where appropriate, and strong analytical skills.

Qualifications and Experience


Education


You should have an advanced University degree in a relevant discipline, including in the area of public/business administration, management, international relations from an accredited college or university;


  • A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Knowledge and Experience


Make sure you have at least 10 years of related experience (12 years with a first level degree) in policy management or administration management, preferably with international organisation(s), which have on-going interface with governments and international organisations; and


  • Excellent writing, editing, and communication skills.

  • Ability to prepare reports, presentations, memorandums, talking points, speeches and briefing notes;

  • Tact, discretion, and the ability to work harmoniously in a multi-cultural environment encouraging open communication and building consensus;

  • Demonstrated ability in helping to develop ideas to accomplish the organisation’s objectives;

  • Strong analytical/conceptual skills and problem solving skills allowing for the detailed analysis of data from a range of complex sources leading to the extrapolation of the relevant information and presenting the essence of issues for further consideration by the DDG;

  • Excellent inter-personal, negotiating and persuasion skills acknowledging emotional intelligence, and other factors leading to successful alliance building and establishing consensus and cooperation to achieve results;

  • Flexibility and ability to work under pressure; handle multiple activities s simultaneously without losing focus;

  • Project management and organisation skills;

  • Ability to prioritise issues and follow up strongly through the establishment of realistic objectives and active monitoring of performance against these;

  • Demonstrated understanding and exhibited behavior of Knowledge Management principles in the context of a limited tenure organisation;

  • Computer literacy – advanced knowledge of computer usage and MS-Office programmes.

Languages


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Additional Information


This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.



The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.



The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
