ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. 

JOB PURPOSE

The WFP addresses food insecurity using in-kind, cash or voucher transfers, depending on the local context and market realities. To be able to deliver cash based transfers as well as in-kind food assistance, the organization is investing in enhancing internal capabilities as well as partnerships with strategic partners, key among them being national governments.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of the Programme, the National Programme Policy Officer (CBT and Technical Innovation) will provide technical support and oversight function in cash-based programming and other technical innovations for Programme Unit in Nepal.

  1. Work with the Head of Programme and other programme/activity managers to ensure that cash-based transfers (CBT), beneficiaries information and identity management and related processes within the Country Office are managed according to WFP corporate guidelines, standards and procedures.
  2. Introduce and upgrade technical innovation for cash delivery mechanisms, beneficiary information management systems and other technical innovations that support Programme delivery such as shock-responsive social safety nets system, (ie national school meals and home-grown school meals programmes) and weather index-based insurance premium/compensation payment system.
  3. Provide business innovations through continuous refinement of business intelligence.  Develop business requirements and other system documentations to support development of bespoke applications in the country office.
  4. Support any Financial Service Provider procurement process; establish and refine SOPs, internal controls procedures and work with M&E team on monitoring and evaluation of CBT related activities.

  5. Represent WFP in the Cash Working Group and liaise with coordinating bodies, host government, humanitarian actors, UN agencies, private sectors and cooperating partners in relation to CBT and Social Protection System. Explore the potential opportunities to link CBT interventions with a national social protection framework.

  6. Act as the focal point between Programme and IT in the implementation of SCOPE in cash and in-kind activities, contextualize business processes and delivery solutions to meet individual programme needs, while ensuring alignment with CBT across functions, and conformity with the wider programme policy and guidance. Ensure the documentation of SCOPE lessons learned, advantages and challenges.

  7. Ensure WFP is able to maintain basic CBT and beneficiary management systems during disaster, quickly respond and deploy resources to affected areas at the onset of a crisis and ensure preparedness for CBT delivery for seasonal disaster and support CBT/BIS in other EPR scenarios.

  8. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Information and Communications Technology, Software Engineering and product development, Business Innovation Management, , Statistics, Database administration or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
 

Language: Fluency (spoken and written) in English language and Nepali language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained at least 4 years of experience in implementing ICT-based projects/programmes in any government agency, development organization, and private sector organization on cash-based transfer, social protection and beneficiary information management, database management and other fields (i.e. financial principles and techniques, IT/technological innovation, software development, strategic business management, entrepreneurship, innovation and creativity in business, and change management and contemporary issues in business).
  • Prior experience with electronic banking/online payment system or any developed platform.
  • Has knowledge and understanding of database management, data analytics and integration of technology and innovations into programme design,
  • Has knowledge/experience in software product design, materialization, roll out plan execution, business operations and strategy. 
  • Has provided input into relevant policy discussions and decisions.
  • Demonstrated interest and experiences in humanitarian and development work;
  • Proven capacity to manage innovation in programme approaches;
