Education Project Officer (Nationals Only) - Benghazi

Benghazi (Libya)

1.      Role and responsibilities

The purpose of the officer position is to oversee the day-to-day implementation of the education project.

The following is a brief description of the role.

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

Adhere to NRC policies, tools, handbooks and guidelines

  • Strict adherence to the NRC Code of Conduct and Child Safeguarding Policy

·       Implement the education project according to the plan of action

·       Prepare and develop status reports as required by management

·       Ensure proper filing of documents

  • Promote and share ideas for technical improvement
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Make decisions on the ground with limited or remote supervision

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

·       Implement education activities under direction of the Education Team Leader

·       Provide support to Project Assistants in line with program objectives

·       Develop and maintain effective filing systems, both electronic and paper

·       Update and maintain effective workplans and monitoring of logframes

·       Support assessment processes including school selection and out of school children data gathering

·       Provide support to NRC activities, schools and incentive staff in line with NRC quality standards

  • Conduct teacher training as required by the project objectives; conduct spot checks   
  • Document technical issues and questions, and channel to the Education Team Leader

·       Ensure ongoing monitoring, tracking and reporting of education projects

·       Regularly travel to the field to support education, recreation and PSS activities

·       Oversee distributions of teaching and learning materials

  • Any other task relevant to the position as requested by line manager

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

·       Project planning: Education Team Leader, School Construction Officer

·       Area operations: Support Officers (Finance, HR, Logistics)

·       Staff capacity building:  Education Team Leader, PDM, HR Development Officer

·       Implementation: Education Team Leader, Shelter/WASH Officers

Scale and scope of position

Staff:

None directly supervised

Stakeholders:

Local education authorities, camp management staff, UNICEF, INGOs, local NGOs, local MoE

Budgets:

No budgetary responsibilities

Information:

Kobo, Work Plans, Weekly Reports, Indicator tracking

Legal or compliance:

Responsible for reporting any Code of Conduct violation or Child Protection concern to PDM immediately

2.      Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

 1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

  • Experience from working an Education or Child Protection project implementation position in a humanitarian/recovery context (with an NGO)

·       Experience working in a humanitarian/recovery context

  • Previous experience working in complex and volatile contexts; ability to remain calm and professional in tense situations

·       Documented results related to previous responsibilities

·       Solid computer skills, including MS Word, Outlook and Excel

  • Proven ability to multi-task and meet deadlines
  • Ability to work diligently both independently and in a team setting

Context related skills, knowledge and experience:

·       Written and spoken fluency in Arabic; proficiency in English.

·       Knowledge of education context in Benghazi; understanding of the circumstances, needs and challenges IDP/returnee and refugee/migrant children face and the sensitivity of the context

  • Understanding of INEE minimum standards
  • Knowledge of Gender and Child Protection and psychosocial support

•         Experience working with children and/or educators; MoE-level experience a plus

•         Experience managing, training and building the capacity of others

•         Candidates with a university and/or advanced degree preferred

2. Behavioral competencies (max 6)
