UNRWA's human development goals

How can you make a difference? 

You will be joining a team of around 5,000 staff in the West Bank Field Office working to foster the human development of some 800,000 registered Palestine refugees.••

The incumbent is responsible to the Field Finance Officer through Deputy Field Finance Officer and supervises, directs and trains the staff assigned to his/her section.

The main responsibilities include:

In accordance with established Agency policy and procedures, the• incumbent:

•         Reviews the monthly bank reconciliation; monthly Payroll reconciliation and any other reconciliations asked for from DOF

•         Performs surprise cash counts in all installations which hold imprest cash funds and reconciles the monthly balances of the general ledger with the balances of the subsidiary ledgers.

•         Check lists of liabilities and commitments at mid biennium and biennium end and coordinates accounting actions for the closure of account.

•         Ensure the accuracy of recording of the asset acquisitions by reconcile the value of all Asset in GL and the Fixed Asset module

•         Check the reconciliation of additions to Construction work in progress list with GL to ensure accuracy of CAPWIP.

•         Controls and maintains the general ledgers, Accounts Payable, Accounts Receivables including accounting action and do the necessary clearance and verifications of the account balances and check the correctness of GL.

•         Follow up with all departments to accrue for liabilities on monthly and yearly closure and record in the system.

•         Makes necessary analysis and reviews the monthly records and data from the various modules of the system.

•         Analyzes accounting reports with budget and expenditure reports to explain variances; monitors the accounting operations; drafts correspondence and prepares reports and statements related to his/her functions;

•         Prepares journal vouchers and checks the accuracy of coding on journal vouchers raised by his/her staff; monitors the closure of accounts schedule to ensure compliance;

•         Verifies the accuracy of accounting vouchers and data entered into the Finance System, transmits and receives financial data to/from Fields and Headquarters.

•         Advises Field Finance Officer/Deputy Field Finance Officer on all accounting actions related to Receivables and Liabilities, fixed Assets, projects and any outstanding balances.

•         Where applicable, prepares financial reports for school contributions, canteen revenues and production units; controls the accounts of the Income Generation Programme and is responsible for the financial administration of loans related to Income Generation Programme including recoveries from guarantors for any defaulted balances.

•         Answers queries raised by the expending officers and staff members on matters concerning their personal account and charges.

•         Acts as required for the Deputy Field Finance Officer or for any of the Field Finance Office Section Head.

Conditions of service•

Option One:• Fixed Term Appointment, Grade 15

Monthly basic salary JD1,057.5, plus an allowance of 1000 NIS payable in JD at UNRWA rate. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).

Option Two: Limited Duration Contract (LDC- Band F)

Monthly basic salary JD1,132.80 depending on the professional knowledge and experience. Other benefits include compulsory medical insurance, 30 days of annual leave pre-rated to the duration of the contract where less than one year, and family allowance (if applicable).

Additional information

The incumbent may be requested to travel inside the areas of operations.

To qualify for this position, you will need:

Education

A university degree in accountancy, business administration, banking and finance or other related field.

Work

experience

Five years experience in finance or accounting office of a governmental, international, or commercial organization with an emphasis on a computerized working environment.

Language(s)

Excellent command of spoken and written English and Arabic.

Equivalency:

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

You will also need to demonstrate the following competencies:

•         Ability to use a computer and work on various spreadsheet applications such as Excel and Access.

•         Excellent analytical skills.

•         Effective written and oral communication skills.

•         Excellent supervising and reporting skills.

•         Ability to cope with multiple tasks effectively.

Desirable qualifications:

•         Membership of an officially recognized accounting body such as AAT.

•         Working experience with UNRWA Financial Management System (FMS) or other computerized finance system.

•         Knowledge of UNRWA's accounting system and procedures.
