Agriculture Strategy Specialist, Kiribati

The GGGI Kiribati Team is working on Kiribati’s Agriculture Strategy, an Agriculture Addendum to the KV20 (the ‘Addendum’) – a strategic planning document aimed at delivering sustainable, climate resilient solutions to agricultural challenges in Kiribati. It is aligned with the KV20 and other strategic national documents, such as the Kiribati Joint Implementation Plan on Climate Change and Disaster Risk Management (KJIP) and the Kiribati Development (KDP).

To stress the importance of agriculture in Kiribati, the Addendum will highlight linkages between agriculture-jobs-food-nutrition-health. Among others, it will also identify challenges and opportunities in the country’s agricultural development, define strategic responses and produce a list of integrated and sector-specific projects in support of the KV20.

The assignment centers on producing the Addendum. The Addendum will be the guiding strategy document for in-country programming and new project design within the agriculture sector. It will include high priority agriculture projects that drive the country’s response to food security, livelihood development and support of improved health outcomes, while delivering effective climate change adaptation measures, and social inclusion.

The consultant will ensure that, among others, consultations and meetings, scoping reports, sector analyses and the needs and priorities of the Government of Kiribati are reflected in the Addendum. He/she will work with the GGGI team and MELAD to prepare supporting documentation (see “Scope of Work”), synthesize results of stakeholder consultations, and prepare the Addendum in collaboration with government, non-governmental partners and other stakeholders.

Project Background

 

Consisting of 33 widely scattered islands, Kiribati is an island republic located in the central Pacific Ocean.  Like many of the Small Island Developing States, Kiribati is highly vulnerable to climate change and affected by its impacts including rising sea levels, increasingly frequent and severe storms, permanent erosion of the shoreline, frequent seawater inundation on fresh water resources, and reduced food security.  The country also faces a number of structural economic challenges given its remoteness, small market size and limited institutional capacity.

To address these challenges, GGGI has been working on the Green and Climate Resilient Island Development Project which supports MELAD and the government’s Whole-Of-Island approach, focusing on the outer islands through:

  • Identification of sustainable micro-scale income generation opportunities;
  • Improvement and availability and access to green infrastructure services for the achievement of development objectives; and
  • Knowledge sharing on integrated planning approaches on climate change adaptation and green growth.

1. Framing the discussion / Define the problem (s)

To frame the discussion, it is expected that the consultant will perform the following tasks:

 

a)  Familiarization with existing documents

 

The consultant is expected to familiarize themselves with key GGGI documents, as well as key National Strategies (KV20, KDP, KJIP) and sectoral policies related to the economy, agriculture, health, nutrition, gender and equality, among others.

 

 

b)  Situation analysis

 

Review existing documentation of relevance, including data and reports (from government and non-government sources) to identify challenges in the agriculture sector. The analysis will contain these challenges, as well as MELAD’s  Agriculture and Livestock Division’s priorities, mandates and commitments under the KV20, KDP, and KJIP, and sufficiently reflect sector-specific strategies, including the National Gender Equality and Women Development Policy and related documents.

 

c)  Stakeholder assessment

 

Undertake an assessment to determine the interests and influence of different individuals, groups and organizations in the formulation and implementation of the Agriculture Addendum.

 

Similar exercises have been conducted by GGGI; this can be a desk review in close consultation with the GGGI Country Team.

2. Dissemination of Findings/ Stakeholder Consultation Workshop I

a) Stakeholder engagement

 

Develop a simple methodology to undertake stakeholder engagement to disseminate the initial findings from step 1. This will define government and non-government actors with whom to meet, areas to discuss, objectives and expected outcomes.

 

Stakeholder consultations will serve to explore challenges and opportunities to develop strategic responses in the agriculture sector.

 

b) Stakeholder consultation workshop

 

A workshop will be held to explore broader stakeholders’ perceptions of challenges in the agriculture sector and how they relate to their needs and priorities and, where applicable, their work. The workshop will integrate capacity building activities focusing on green growth, climate-resilient agriculture, food security and health and nutrition to help build the capacity of participants in these areas.

 

GGGI will make arrangements for holding the workshop. The consultant will prepare the agenda and presentations for the workshop and facilitate the discussions.

3. Developing draft priority options

Building on the results and information collected from steps 1 and 2 above, this step will produce a set of draft priority area options and a list of potential projects for the Government of Kiribati to deliver from 2019-2036. 

 

a) Options Analysis

 

Once the objectives (solutions) are identified, through the assessment in step 1 and stakeholder consultations in step 2, the next step is to carry out an Options Analysis (OA), a rigorous assessment of options and priorities in order to define a strategic response (strategic outcomes) to identified needs.  

 

b) Priority Matrix

 

Priorities will be further examined in a Priority Matrix, (example matrix will be provided by GGGI), which will serve to identify key needs in the short, medium and long term.

 

It is important to include current commitments in the agriculture sector.

 

c) Projects List

 

The option analysis and priority matrix will help to identify agriculture projects that can be undertaken to the support the strategic outcomes identified These should be assembled from the assessment, through the stakeholder consultation, option analysis and priority matrix and used to create a draft potential projects list (long list) with one-page descriptions of each project (GGGI will provide a template).

 

d) Executive Summary and First Draft of the Agriculture   

Addendum

 

Following completion of the above steps, an Executive Summary of the Agriculture Addendum and a first draft of the Addendum will be delivered.  The draft will include a list of strategic outcomes and indicative outputs that the Addendum seeks to address as per the challenges identified. It will be presented in a workshop with government stakeholders.

4. Stakeholder Consultation 2

Information collected in steps 1, 2 and 3 above will be consolidated for provision as an input for this workshop.

 

a) Stakeholder consultation

 

The consultant and GGGI Team will conduct a second workshop with government counterparts and other relevant stakeholders to discuss proposed responses to …, discuss synergies of … and discuss their potential role in the implementation of the strategy and projects.

 

The purpose of the consultation workshop is to validate the strategic outcomes, indicative outputs and present the longlist of potential projects for discussion. The consultation workshop will provide an opportunity for timely inputs to the process and to reach consensus among key stakeholders; and particularly MELAD, as the implementing agency of the Agriculture Addendum.

5. Development of results matrix and M&E plan

The consultant will prepare a log frame derived from data collected and conclusions contained in the previous deliverables, a risk assessment and monitoring and evaluation plan.

A risk assessment will serve to identify potential risks, assumptions made that may threaten the outcomes of the strategy and rate risks according to their likelihood of occurring and impact.

A Monitoring and Evaluation (M&E) plan will track the implementation of the Addendum and measure its effectiveness. The M&E will use current benchmarks for each strategic outcome and establish realistic goals.

6. Final Report and Presentation of Strategy

Social Inclusion
 

Different segments of the population, such as women, youth and people with disabilities are adversely affected by challenges in the agriculture sector. The GGGI Kiribati team will seek out the participation of these groups to ensure appropriate representation during consultations. The consultant will ensure their needs and priorities are reflected in the strategy. The strategy will take into account the different roles and responsibilities of these groups in agriculture and how the strategy and projects may impact them differently.

All reports and materials must be in English (United States), prepared in accordance with GGGI’s publication and formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, interview notes, meeting minutes and any related information gathered during the assignment. All reports will be submitted as draft first, GGGI will provide comments within 3 weeks and the report will be finalised thereafter

 

Qualifications/Experience/Expertise

 

  • Advanced degree (at least Masters) in agriculture, natural resources management, economics, or related field
  • At least 8 years’ experience relevant to the assignment, including policy and planning, preferably with background in SIDs and/or the Pacific Islands
  • Demonstrated experience in project design, theory of change articulation and log frame development
  • Experience in agriculture development is required
  • Experience in the areas of food security, green growth, climate change vulnerability, and health is an advantage
  • Good understanding of gender and social inclusion required
  • Strong analytical, drafting and editing skills are a prerequisite
  • Ability to work across time zones and coordinate with a global team
  • Fluency in written and spoken English is required
  • Experience in Kiribati would be an advantage
