Organizational Setting
The Emergency and Resilience Division is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. PSE ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. PSE supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. PSE plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises.
 
Reporting Lines
Under the overall supervision of the FAO Representative/ Designated Responsible Official (DRO), the functional guidance of the Emergency and Resilience Division (PSE), the supervision of the Emergency Response Manager in case of Level 3 emergencies, the Emergency Coordinator will assist in coordinating the implementation  and follow-up of FAO’s emergency and resilience operations and strategies in the affected countries.
 
Technical Focus
Support the implementation of FAO’s Emergency response in line with the Emergency Response Priorities of coordination, assessment, and time- critical interventions.
 
Tasks and responsibilities
  • Provide leadership to FAO’s work on emergency and resilience in the target country including\: preparedness, needs assessment, response, programming, implementation and resource mobilization, in liaison and collaboration with the food security cluster/sector and relevant FAO personnel;
  • Promote FAO’s resilience, focusing on emergency and resilience programmes with government partners, UN Agencies, Regional Organizations, NGOs and donors;
  • Represent FAO in interagency coordination meetings and programming exercises undertaken by the humanitarian and early recovery community;
  • Support and facilitate field-level fora and working groups on topics related to all elements of resilience, in close collaboration with the sub-regional multidisciplinary team and relevant FAO technical units;
  • Support the FAO Representative in implementing FAO’s resilience programmes, including emergency and rehabilitation components, providing technical and operational support and strategic guidance;
  • Support the FAO Representative in resources mobilization in support of the country programmes; organize regular donor meetings, as appropriate inform the donor community on the prevailing livelihoods, food security and nutrition situation, the agriculture sector (crops, livestock, fisheries and forestry);
  • Raise awareness on FAO’s role in emergency and resilience;
  • Support sectorial coordination through the FAO-WFP co-led Food Security Cluster/Sector in the country;
  • Support the identification of strategic priorities for FAO’s role in emergency and resilience in the affected country and contribute to improved preparedness for, and effective response to, food and agricultural threats and emergencies in the sub-region;
  • Develop appropriate strategic planning and management tools to improve preparedness and prevention and the emergency response approach both at country and Sub/Regional level;
  • Coordinate the development of FAO’s contribution to inter-agency Humanitarian Response Plans (HRPs) in the country/region;
  • Coordinate FAO’s contribution to inter-agency Post Disaster Needs Assessments and Post Conflict Needs Assessment;
  • Assist in setting up emergency assessment and response teams immediately to address new emergencies and provide surge capacity to country offices;
  • Undertake field missions as required
  • Perform other related duties as required.
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced University degree (Master’s or equivalent) in a discipline relevant to the mandate of the Organization;
  • Minimum of 7 years of relevant experience in humanitarian and agricultural/rural development sectors including work experience with national and international NGO’s, UN agencies, governments and donors;
  • Working knowledge of English, limited knowledge of a second official language of the Organization (French, Spanish, Arabic, Russian, Chinese).
