The EIB, the European Union's bank, is seeking to recruit for its Personnel, Corporate Services Directorate (CS/PERS) – HR Strategy and Governance Department (CS-PERS/HRS&G), at its headquarters in Luxembourg, a:

(Associate) HR Business Partner

This is a full-time position at grade 4/5

The term of this contract will be 2 years

Panel interviews are anticipated for beginning of May 2019.

Purpose

The (Associate) HR Business Partner (internal benchmark role Human Resources Analyst/ Officer) will connect the business aims and the defined Human Resources strategies and processes in the directorate. You will facilitate and implement the HR processes across specific business area and deliver HR services in order to enable managers in their people management responsibilities and objectives.

Operating Network

As (Associate) HR Business Partner you will join a team of HRBPs and report to the Head HRBP. You will closely cooperate with all managers of the respective Directorate. Your main contacts will be the Director General and all managers within the Directorate and Personnel experts on different HR topics. Furthermore, you will be in contact with preselected external candidates within selection processes and external service providers. The aim of this role will be to replace and complement other HR Business Partners in the team when needed.

Responsibilities

  • Contributing to the development and implementation of HR processes including recruiting and talent management, job design and role clarification, succession and career planning; performance management; learning and development programmes and diversity
  • Advising on workforce planning including development and execution of plans that optimise the best use of existing resources.
  • Providing policy advice and mentoring, acting as a trusted advisor to managers and employees.
  • Advising Directorate’s Management team on complex and sensitive staff issues and supporting them on their managerial roles.
  • Partnering with the client Directorate(s) and providing organisational development advice by aligning HR strategies and initiatives with the business needs
  • Supporting and facilitating organisational change and actively participating in change management initiatives to help achieving the EIB’s missions and goals.
  • Build positive relationships and improve trust between HR and the Directorates
  • Participate in ongoing Personnel horizontal initiatives and projects.

Qualifications

  • University degree, preferably in Human Resources, Business Administration or related field.
  • At least 3 years working experience as a HR Business Partner and in client facing HR role.
  • Some HR experience in banking/finance, IFI or experience in complex and changing organisations
  • Experience with organisational change management and the implementation of a range of HR interventions is a plus
  • Knowledge of standard computer applications (Word, Excel, PowerPoint)
  • Excellent knowledge of English and good command of French (*). Knowledge of another EU language(s) would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
