ICMP’s Colombia Program
In the aftermath of half a century of conflict, Colombia faces a legacy of more than 85,000 cases of missing and disappeared persons. The inclusion of this issue in the Final Peace Agreement signed in November 2016 provides an exceptional opportunity to advance in the efforts to account for missing persons and to secure the rights of victims.
ICMP is mandated under the Peace Agreement to assist this process. It has identified the most important challenges and will support the Search Unit, families of the missing, civil society organizations and parties to the Peace Agreement in their efforts towards long-term peace and reconciliation. ICMP will work closely with its international and Colombian partners to make a positive and practical contribution to this process.
Reporting to the Head of Program (Colombia), and under the direction of the Head of Archaeology and Anthropology (AAD), the Forensic Coordinator main responsibilities will be the following:
- Design and deliver targeted forensic archaeological and/or anthropological training for technical and non-technical personnel employed in domestic institutions responsible for the search, location, recording and recovery of human remains and associated evidence in mass graves and other body disposal contexts;
- Design needs assessment frameworks and conduct targeted assessments of domestic institutions to establish capacity and infrastructure gaps related to forensic science, in line with international norms and standards of forensic best practice;
- Undertake outreach activities relevant to the ICMP’s country program objectives including the establishment and maintenance of contacts with forensic specialists in relevant domestic and international institutions;
- Oversight and monitoring of the activities of the AAD component in the country program and any external forensic specialists attached to the program;
- Work closely with the Head of AAD, and others in the Science and Technology Department to establish and develop policies and SOPs relating to archaeology and anthropology and ICMP’s informatics tools in relation to programmatic needs;
- Identify opportunities to represent ICMP with the relevant scientific communities as it pertains the Colombia Program;
- Other related duties as assigned.
- Degree in forensic archaeology, forensic anthropology, or related forensic discipline. A Masters degree is highly desirable.
- Eight plus years practical experience in the conduct of forensic archaeological/anthropological work, analysis of results, reporting and management of the process
- At least five years working in a similar role within an international organization
- Experience in the design and delivery of training and mentoring activities
- Experience in carrying out needs and capacity assessments related to field and mortuary activities
- Knowledge of the integration of various scientific disciplines, including DNA, in missing persons identification
- Proven diplomatic and negotiating skills and an ability to work effectively in complex political environments
- Ability to work under pressure and meet deadlines
- Abilities in decision making, problem solving, negotiation, and communication
Additional mandatory requirements
- Professional fluency in written and spoken English and Spanish
- Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point
- Proven ability to interact positively with colleagues regardless of culture, nationality or gender
- Willingness to travel and to work flexible hours including weekends and evenings, when necessary
- Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner
- Physically and mentally robust with the ability to operate effectively in complex environments and hardship living conditions
