Risk Assurance and Internal Controls Specialist

1.     Organizational Context

 

a.    Organizational Setting

 

The position of Risk Assurance and Internal Controls Specialist is located in the Office of the Controller within the Department of Program Planning and Finance. The Office of the Controller is responsible for compliance with the Organization's Financial Regulations and Rules, as well as risk management, internal controls, policy development and management of cost efficiencies. It also provides the Secretariat of the Program and Budget Committee (PBC).

 

b.    Purpose Statement

 

The incumbent will champion and advocate the application of WIPO's risk and internal controls management policies, practices and tools, and contribute to the increased integration of Results-Based Management and risk management in WIPO through improved risk identification and expert advice in enhancing, developing and implementing the required procedures and tools for this purpose.  Tasks will include substantive risk analysis and preparation of reports and recommendations, implementing action for complex issue resolution and quality improvement, and the provision of substantive advice and guidance in risk identification and management.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Assistant Controller.

 

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Champion and advocate good risk management practices, as well as the use of tools available for risk management, including project risk management, and internal control in WIPO;

 

b.  Coordinate and perform substantive risk reviews with programs, as well as ensure independent follow up on quality reviews for risks and mitigation measures (actions and controls);

 

c.  Reinforce integration between risk management and program performance management through appropriate awareness raising, system enhancement and/or development, and policy enhancement;

 

d.  Identify and address gaps, specific and evolving functional requirements as well as the need to reinforce integration with other systems in WIPO through (i) proposals for changes to current policies/procedures and related system support/configuration, and (ii) driving the implementation of such proposals;

 

e.  Prepare substantive risk analyses and reports on risks and internal controls, together with relevant recommendations and implementing action for complex issue resolution and quality improvement;

 

f.   Consult and engage with other organizational functions as required to promote awareness raising and cultivate productive relationships to enhance and facilitate risk management in WIPO and develop and undertake training activities on risk management and internal controls as required; and

 

g.  Perform other related duties as required.

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in Business, Finance, Economics or related discipline. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree.

 

Certification in risk management.

 

Desirable

Project management qualification.

 

Experience

Essential

At least seven years' relevant professional work experience, including demonstrated experience with risk management, project risk management or internal controls.

 

Experience working in an international organization.

 

Desirable

Experience of working with an ERP system (e.g. Oracle or PeopleSoft) within the context of results based management, risk management, or related reporting.

 

Language

Essential

Excellent knowledge of written and spoken English.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the March 2019 rate of 67.6%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
