Background:

The Danish Refugee Council (DRC) / Danish Demining Group (DDG) are an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC/DDG is a non-governmental, non-political and non-religious organization and, in DRC/DDG, people’s right to a life with dignity takes precedence over politics and principles. DRC/DDG has been operating in Myanmar since 2009, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs, livelihood support, humanitarian mine action and community assistance. The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.

To support and strengthen the DRC / DDG programme in Myanmar we are looking for highly motivated and capable candidates to fill the position of

Finance Officer (1-Post)

 Duty Station:                     Yangon with travel to field offices when needed

Report to:                           Finance Manager

Overall purpose of the role:

  • Fulfil daily accounting tasks and assist in coordinating financial functions and services
  • Producing relevant financial previsions and reports on a regular basis"
 
 Geographic scope: Area (Myanmar)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

 

 Main Responsibilities:

 Support

  • Support to line manager in development and implementation of financial management capacity building of staff
  • Provide technical support and advice to the country finance teams
  • Ensure all payments are made timely and in accordance with existing DRC forms 
  • Ensure all payments meet requirements of National Law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly
  • Ensure that payment documents comply with DRC internal financial procedures and donor regulations
  • Ensure proper transfer of funds from DRC HQ in Copenhagen to country office
  • Ensure all expenses enter the DRC Dynamics in time and of highest quality
  • Ensure to update transaction record on a daily basis to reflect the actual status of existing cash count and bank balance in all currencies
  • Ensure all cash/bank accounts statements are reconciled  
  • Ensure proper filing system for financial documents
  • Ensure the implementation of shared cost tools
  • Assist to line manager on regular budget monitoring
  • Prepare and use budget control tools for regular budget follow up
  • Collaborate with in issuing donor reports
  • Support the development of new proposals with financial information for budgeting
  • Monthly stock update
  • Monthly financial report (with all supporting documentation attached to it)
  • Reporting as required
  • Correctly use DRC Dynamics functionalities in area of concern                                    
  • Responsible to submit weekly and monthly financial report to HQ in a timely manner
 
 Auditing
  • Support to line manager for external, internal or government audits and donor assessments
  • Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ
  • Prepare for local audits 
  

Others

  • Travels to field offices for supporting to field offices
  • Handling any gap in Finance Team
  • Immediately inform Finance Manager/Head of Support Service of any problem or issue arising in the course of the work
  • Any other duties relating to the nature of the job as requested by Management
  •  

    Experience and technical competencies: (include years of experience)

  • Minimum 3 years of relevant work experience in financial/accounting field
  • Advanced proficiency in Excel
  • Basic proficiency in PowerPoint and Word
  • Advanced English proficiency
  • Fluency in local language
  • Experience in working in NGOs

    • University Degree in Finance/Accounting or Business Administration or equivalent professional qualification is added advantage.

    Qualifications and minimum requirements:

    • University degree or equivalent;
    • Minimum 2-3 Years of relevant work experience in project operations and supply chain
    • The knowledge on Procurement Management Procedures of INGOs is a plus;
    • Experience in data management, Microsoft office package, etc;
    • Fluent in English, both written and verbally.
    • Strong organizational and communication skills, strengthening a true partnership relation
    • Proven team player and ability to work effectively in a multi-cultural working environment with minimal supervision.
