JOB PURPOSE

The purpose of this assignment is to support the Bureau in institutionalizing Knowledge Management. This will be achieved by implementing and maintaining a Knowledge Management system to be used by the Bureau and country offices.

BACKGROUND OF THE ASSIGNMENT

Knowledge Management (KM) is a comprehensive process that helps an organization gain insight and understanding from its collective interpretations, ideas, and experience through systematically capturing, creating, sharing, applying and storing knowledge and materials. KM is critical for refining technical tools, policy guidance, organizational processes, and ultimately improving program impact. KM also contributes to institutional memory and sustainably improving organizational capacity.   

World Food Programme has an existing corporate, regional and local knowledge material in different repositories. To enable the organization to make informed decision, this knowledge material requires to be organized in an efficient manner.  Johannesburg Regional Bureau requires the services of a local Consultant to support in developing a KM culture which will capitalize on experience gained over the years, and avoid loss of crucial best practices.  A critical step in KM within Johannesburg Regional Bureau is continuous capacity development, which increases awareness, skills, and retention of knowledge.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. In collaboration with the Knowledge Management team and JHB Regional Bureau Leadership Team, support the implementation of internal KM portal, including the implementation of Microsoft (MS) Teams as a region-wide KM system;
  2. Support the initiatives for developing improved, streamlined, and harmonized KM systems as required;
  3. Support functional divisions in development and dissemination of knowledge assets, such as lessons learnt, best practices, and coordinate the storage of knowledge products;
  4. Develop and apply monitoring framework to assess the demand for and utilization of Knowledge products;
  5. Assist Country Offices with the finalization of their KM implementation plans and tracking readiness/implementation status;
  6. Establish and maintain regional KM Community of Practice;
  7. Liase with other functional divisions and assess & monitor needs from Country Offices for technical support in the implementation of WFP KM Strategy;
  8. Support the assurance of defined quality standards in all processes and products.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in ICT, Information Management, Project Management, Development Studies, or related field required, or First University degree with additional years of related work experience and/or training/courses.

Experience: Two year or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Knowledge & Skills:  

  • General knowledge of information and knowledge management best practices, techniques and processes with some understanding of the basic theoretical background.
  • Strong written and oral communication skills, including substantive analysis and report writing skills.
  • Ability to conceptualize and integrate diverse information

DELIVERABLES AT THE END OF THE ASSIGNMENT

  1. Established and functional KM System developed for JHB Regional Bureau;
  2. Well-functioning regional KM Community of Practice developed;
  3. Online easy-to-use portal for Knowledge products developed;
  4. Mechanism for monitoring needs from country offices deployed and actively managed;
  5. Finalized KM implementation plans for 11 country offices.
