BACKGROUND

Operational readiness is central to optimizing the speed, volume and quality of humanitarian assistance to be delivered during a large-scale disaster. The way emergency responses are operated has a massive impact on the speed and quality of the assistance provided to disaster victims. 

Enhancing resilience for vulnerable communities has been a core foundation of WFP’s work in Bangladesh for decades. WFP commits through its new Country Strategy Plan (CSP) for innovative approaches to enhance resilience so that improvements in livelihoods, food security and nutrition are not repeatedly lost in areas, which are most exposed to climate-related shocks.

Since 2017, the risk landscape of Cox’s Bazar has significantly changed - particularly in Ukhia and Teknaf Upazilas - with the mass influx of Rohingya refugees, double in number compared to the local population, and posing significant additional demands on the Administration, as on the emergency infrastructure. Any response to large scale disaster will require to consider both the local population and the Rohingya refugees and will need appropriately adapted capacity and resources.

The overall goal of the project intervention is to support the ISCG in enhancing disaster response preparedness for the refugees and for the surrounding host communities. The intervention will contribute to update and improve inter-sector and agencies contingency plans, at both district and local level, and to ensure that the coordination mechanisms are in place between the national and local levels.

JOB PURPOSE

The purpose of this position is to provide support to the ISCG in coordinating EPR operations within the overall refugee response.

KEY ACCOUNTABILITIES (not all-inclusive)

The team member will work under the direct supervision of the International EPR Advisor.

The overall aim is to provide technical support to the ISCG on its preparedness and response to monsoon and cyclonic disaster risks, focusing on planning, capacity development, monitoring and evaluation, and documentation of critical experiences. More specifically the EPR Officer will:

  • Support the ISCG in coordinating emergency related activities within the overall refugee response, such as dealing with cyclones, flooding, landslides, or other sudden-onset emergencies affecting the refugee population and surrounding host communities;
  • Support the work of the ISCG EPR advisor in Cox’s Bazar;
  • Coordinate on behalf of ISCG with relevant emergency related working groups and task teams across sectors and agencies response, to ensure effective coordination of EPR plans and processes, identify key gaps, and propose solutions;
  • Facilitate the work of the Emergency Preparedness Task Force (EPTF) chaired by the EPR advisor;
  • Work closely with the ISCG government liaison staff on EPR related issues;
  • Facilitate follow up with technical and other coordination mechanisms, jointly with partners and government agencies;
  • Oversee timely incident reporting; and ensure that emerging trends and risks are identified and triggered into action;
  • Manage Early Warning information analysis and appropriate dissemination to actionable mode, including alerts on cyclones, heavy rains, or other risks;
  • Support Strategic Operational Coordination processes, including inter-sector and inter-agency contingency planning, soliciting and negotiating response mechanisms with relevant authorities;
  • Maintain contacts with government, military and local authorities, UN agencies, NGOs, media, and donors, as required to support EPR activities in Cox’s Bazar and in the field; and
  • Ensure that the latest policies, lessons learnt, including Gender and PSEA related, are integrated into EPR coordination, and mechanisms.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • University degree in relevant discipline.

Experience:

  • Minimum of five years professional experience in humanitarian emergency preparedness & response and Disaster Risk Management. Experience in Project design and management;
  • Experience in emergency coordination in disaster response, and contingency planning;
  • Experience with Emergency Operations Centres, with Incident Command System, Civ-Mil coordination preferable;

Knowledge & Skills:

  • Demonstrated understanding of EPR related areas and excellent in coordinating with Government agencies, International agencies. Experience in facilitating/training in EPR is a plus;
  • Strong interpersonal skills, consistency in follow-up, ability to work with diverse teams, capability and initiative to provide timely technical advice and independent ability to facilitate coordinated planning and subsequent follow-up on implementation and reporting;
  • Action management and results orientation;
  • Identifies early warning indicators and reacts on them;
  • Strong capability to manage and collaborate across organizational units;
  • Demonstrated ability to deal with multidisciplinary/multicultural team;
  • Proven capacity to coordinate and communicate with Government officials and cooperating partners

Languages:

  • Bangla as Mother tongue.
  • Excellent English language skills and demonstrated ability to represent humanitarian agencies in fora and other external engagements; demonstrated strong analytical and report writing skills.
