The EIB, the European Union's bank, is seeking to recruit for its Personnel, Corporate Services Directorate – HR Strategy and Governance Department (CS-PERS/HRS&G) – Employee Relations & Wellbeing Division (ER&W), a:

(Senior) Human Resources Lawyer

This is a full-time position at grade 5/6

The term of this contract will be 4 years

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Panel interviews are anticipated for beginning of May 2019

Purpose

The Division brings together the legal expertise within the Personnel, Corporate Services Directorate and serves as the key interface with the Legal Directorate on legal matters. The Division also provides expert advice on services and solutions for effective conflict prevention and management, developing and applying policies and handling conflict-resolution informal and formal procedures. It contributes to the social dialogue in the Bank by coordinating and supporting the implementation and update of the framework for social dialogue.

You will provide legal guidance in relation to all staff matters, handle the legal procedures within Personnel’s remit (Dignity at Work procedure, conciliation procedure, disciplinary proceedings and appeals procedures) as well as contribute to a fruitful social dialogue.

Operating Network

You will report to the Head of Division. You will closely cooperate with the other HR lawyers and colleagues in the Division.

Internal contacts: specialists in Personnel and/or client Directorates, the Data Protection Officer, the Legal Directorate, the Office of the Chief Compliance Officer, staff members, the College of Staff Representatives.

External contacts: EU Institutions, IFIs, professional associations and academic circles in order to compare, develop and consolidate the legal framework to protect the interests of the EIB as an employer, exchange ideas/experience and stay abreast of best practices.

Accountabilities

  • Provide in an autonomous manner legal research and  expert advice on staff matters, including, but not limited to employment and labour law, staff rights and benefits under EIB staff rules and regulations, Data Protection, Code of Conduct, employee relations issues, Performance evaluation and related matters, medical control procedures and other staff related procedures led by Personnel
  • Handle the legal procedures that fall within Personnel’s remit: Dignity at Work procedure, conciliation procedure, appeals procedure, disciplinary proceedings
  •  Drive the development and improvement of policies and draft legal texts
  • Perform any other legal analysis and deal with legal file as assigned by the Head of the Employee Relations Division
  • Ensure high quality of the Division’s work on all documents including reports or notes to  the Bank’s decision-making bodies
  • Contribute to building meaningful relations with the College of Staff Representatives
  • Advise and actively support the Head of Division and top management in the social relations field (such as Staff Representatives, Joint Committees, etc.)
  • Contribute to horizontal projects and initiatives, across the division and/or beyond.

Qualifications

  • University degree in Law. Specialisation in EU Employment and Labour Law would be an advantage
  • At least 5 years of legal professional experience.
  • Experience with an international organisation/company will be considered an asset. Experience in labour law would be considered as an advantage.
  • Knowledge of EU institutional and policy framework, notably in the social relations field is a plus
  • Good understanding of the Bank’s mission, organisation and activities
  • Discretion and maintaining confidentiality are required
  • Knowledge of standard office tools
  • Excellent knowledge of English and good command of French (*). Knowledge of other EU languages would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
