ABOUT JIPS 
 
JIPS – the Joint IDP Profiling Service – is an inter-agency service, which was set up in 2009. Based in Geneva, JIPS is supervised by an Executive Committee (ExCom) comprised of the Danish Refugee Council (DRC), the Internal Displacement Monitoring Centre (NRC-IDMC), the Norwegian Refugee Council (NRC), the Office of the Special Rapporteur on the human rights of IDPs, the Office for the Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Development Programme (UNDP).  
 
Under our 2018-2020 strategy, our mission is “to advise, support and work with local and national governments, humanitarian and development actors to produce and use agreed-upon displacement data for decision-making. We do this by providing technical support to collaborative profiling and advising on other displacement data processes, engaging communities, and strengthening local capacity to inform collective solutions to displacement. We promote sharing of experience between local and global levels, and provide guidance on displacement data processes and their use for evidence-based policies and action.” With established expertise in both protracted and urban displacement crises, we provide direct field support and invest in the development of practical tools and guidance. Dedicated to capacity building and enhancing local ownership of data, we also make significant efforts in this regard. ABOUT JIPS ONLINE PLATFORMS 
 
As part of its work JIPS has developed several online platforms, including: 
 
The JET (launched in 2012, revised /upgraded in 2017) – JIPS Essential Toolkit – that provides users with high quality tools and templates for each stage of the profiling process 
 
The Durable Solutions Website (launched in 2018) – which hosts the durable solutions indicators and analysis guidance jointly developed by global stakeholders under the leadership of the Special Rapporteur on the Human Rights of IDPs 
 
The DART (launched in 2014, upgraded in 2016) – the Dynamic Analysis and Reporting Tool – that was built to allow users to explore and visualize profiling data and to jointly develop agreed upon reports 
 
The PARK (launched in 2011) – the Profiling and Assessment Resource Kit – co-developed with ACAPS to provide simple guidance and a user-friendly searchable database of examples from collaboration profiling and coordinated assessment exercises 
 
JIPS has been undergoing a rigorous process of reviewing of its multiple online platforms in order to improve their relevance and effectiveness and to streamline management of their ongoing maintenance. 
 
 
JOB DESCRIPTION 
 
The Associate will be part of the Information Management & Innovation Unit of JIPS. Under the supervision of the Head of Unit, the Associate’s main responsibility will be to enhance JIPS’ online platforms and to work on their strategic consolidation – the JET, DART, PARK and the Durable Solutions website. The candidate will be responsible for supporting both ongoing maintenance of the platforms, drafting and implementation of the development roadmap, liaison with development service providers and other partners, and input into enhancing the user experience for JIPS’ core audiences. In addition, the Information Management Associate will provide support to capacity building initiatives such as the Profiling Coordination Training, and perform tasks in support of the IM&I team as needed.  
 
The Associate will also have the opportunity to contribute to JIPS’ overall IM strategy implementation and core capacity building initiatives, as well as engage in innovation initiatives. 
 
 
DESCRIPTION OF DUTIES 
 
Under the supervision of the Head of Unit and in close collaboration with other colleagues as relevant, the Associate will help to ensure:
  • The platform maintenance and development strategy are implemented in close collaboration with the service providers 
  • A development roadmap for each platform is kept up to date 
  • Data of profiling exercises is transitioned to and systematically stored and made accessible to the wider community working on displacement on the humanitarian data sharing platform HDX (including data from DART)
  • A road map on expanding/enhancing the JET, with particular focus on the profiling analysis phase, is developed and implemented 
  • Content of the (recently taken offline) PARK platform is analysed and fed into a new knowledge and content management system 
  • Durable Solutions website is maintained with (potential) minor improvements implemented 
  • Monitoring & Evaluation reporting for all JIPS platforms is regularly compiled and analyzed to further inform the development roadmap 
  • Support is provided to team members to pilot the DEEP platform for collaborative analysis in field projects 
  • Web-based analysis projects are implemented, maintained, and widely shared 
 
 
DESIRABLE ATTRIBUTES 
 
  • Studies related to Information Design, Information Management, Data Science, Social Sciences or related field 
  • Genuine interest in the non-profit sector, in particular forced displacement, migration, humanitarian or development work 
  • Experience of administering multiple digital platforms (frontend and backend management) is desirable and familiarity with content management platforms such as WordPress, Drupal or Joomla 
  • Experience in effectively working with web developers/agencies is desirable 
  • Knowledge of programming languages such Java, C/C ++, and/or PHP is desirable 
  • Knowledge of programming languages such as Python, R, is a strong plus  
  • A passion for User Experience (UX) Interface Design is a plus 
  • Effective team player with the ability to work and think independently and ability to work in a dynamic team dealing with rapidly shifting priorities and work demands 
  • Exceptional attention to detail and organisational skills 
  • Fluent in English and French, including ability to write in English to contribute to relevant blog items and web copy 
 
CONTRACT ARRANGEMENTS 
 
The Information Management Associate will be based in Geneva where JIPS is co-hosted by UNHCR and DRC. The internship contract will be facilitated by DRC on behalf of JIPS and will be subject to Swiss social charges and taxes. This is a temporary full-time contract from April till October 2019 (6 months). The successful candidate must be eligible for a Swiss work permit in order to be considered for this position.
