Associate Reporting Officer

This position is advertised open to internal and external applicants.

Candidates must be primarily Hungarian nationals.

General Service staff, regardless of grade or length of service, with a relevant degree and meeting UNHCR standards for recruitment to the National Professional Officer category can apply, provided that requirements regarding professional experience, academic qualifications, language, etc. are fulfilled.

ORGANIZATIONAL CONTEXT
General guidance and support are received from the Head of Office. However, the incumbent should be able to work under minimum supervision, be creative and innovative.  Guidance may also be given by the various specialised units in the office.

Within UNHCR: Close contacts with all sections to gather and analyse information.
With EXTERNAL Parties: All implementing partners and UN agencies to gather analyse and disseminate information about UNHCR activity information.
Impact of Work:  Accurate and well-presented information will promote UNHCR action for persons of concern, contribute to good decision making, and help for fund raising.
Errors can lead to inappropriate action, and impact negatively on UNHCR¿s image and affect funding raising efforts

FUNCTIONAL STATEMENT

Accountability
- Reports to promote UNHCR activities are prepared and distributed in a timely manner.

Responsibility

- Keep abreast with all developments in the activity to prepare appropriate briefings and reports;
- Assist the office in consolidating and analysing data on programme implementation and indicators in all sectors within area of responsibility in order to facilitate the preparation of periodic reports, i.e. Sitreps, activity-specific reports as may be required;
- Assist in presenting accurate and attractive data presentation on the maps;
- Maintain working relationships with the Government, NGOs, and UN agencies to develop cooperation in inter-related activities; 
- Prepare and distribute minutes of the co-ordination meetings that are held periodically in the country of assignment;
- Meet and brief visitors on all UNHCR activities, where necessary  together with appropriate specialist/ programme officers;
- Draft press reports, booklets, etc.
- Perform other related duties as required.

Authority
- Produce reports on UNHCR activities.
- Liaise with external partners on behalf of UNHCR.


ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Undergraduate degree (equivalent of a BA/BS) in Journalism, Communications or a related field plus minimum 3 years of previous work experience relevant to the function. Graduate degree (equivalent of a Master's) with 2 years or Doctorate degree (equivalent of a PhD) with 1 years of relevant working experience may also be accepted.
- Good communication skills, good writing skills and good knowledge of computer applications.
- Knowledge of English and UN working language of the duty station if not English.

***For National Officer positions, very good knowledge of local language and local institutions is essential.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Good knowledge of UNHCR Manual and Operations in general.
- Completion of UNHCR learning programmes or specific training relevant to functions of the position.
- Knowledge of additional UN languages.

The candidate should have full proficiency, written and oral and excellent reporting skills in English language along with the ability to analyse large amount of data and information to condense it into meaningful and articulate reports, also with proven relevant experience on same/similar positions. His/her work would entail following on the reporting provided by relevant Sections/Units within the SMS service which would have to be consolidated for presentation to senior management of the SMS/DESS and external counterparts, as required. It will be considered as an asset if the candidate would have proven experience in business analysis area including the advance knowledge of Microsoft Excel, Power Point and other software used for data analysis and reporting.

Current Situation
Supply Planning is one of the 5 Sections within the Supply Management Service and is comprised of the Business Analysis, Inventory and the Field Support & Capacity Building Development Units. The incumbent will function under direct supervision of the Snr. Supply Chain Planning Advisor in the Supply Management Service (SMS) in Budapest. The position will have close contacts with all Sections within SMS to gather, analyse and disseminate information about UNHCR supply chain activities.  General guidance and support will be received from the supervisor and at times directly from the Head of SMS. However, the incumbent should be able to work under minimum supervision. He/she will need to have excellent communication (written and oral) and. In addition, the incumbent needs to be creative and innovative in how information is collected, analysed and shared.

Additional Factors
Besides very good analytical and reporting skills, the candidate should have proven record of good cooperation and teamwork orientation. Knowledge of the supply function, other UN languages, business analysis software systems and/or UNHCR corporate software systems would represent additional assets. The closing date is 26/03/2019.
