ICMP’s Colombia Program

In the aftermath of half a century of conflict, Colombia faces a legacy of more than 85,000 cases of missing and disappeared persons. The inclusion of this issue in the Final Peace Agreement signed in November 2016 provides an exceptional opportunity to advance in the efforts to account for missing persons and to secure the rights of victims.

ICMP is mandated under the Peace Agreement to assist this process. It has identified the most important challenges and will support the Search Unit, families of the missing, civil society organizations and parties to the Peace Agreement in their efforts towards long-term peace and reconciliation. ICMP will work closely with its international and Colombian partners to make a positive and practical contribution to this process.

Position profile

Please note that two Data Coordination Officers will be filled under this vacancy.

Reporting to the Head of Program (Colombia), and working in close coordination with the Director of Data Systems and Data Coordination, the Data Coordination Officer's main responsibilities will be the following:

• Ensure the continuous mapping of data processes, sources and holders and lead in the creation and implementation of strategies to optimize the process of data collection and processing of information related to missing persons
• Create training materials for relevant authorities, Civil Society Organizations (CSOs), Non-governmental Organizations and other partners in collecting, processing, sharing and protection of the data, including the training in use of ICMP Identification Database Management System (iDMS)
• Coordinate activities during data sharing and/or reference sample collection campaigns including by ensuring proper communication in between partner organizations and ICMP, as well as the implementation of protocols and best practices
• Ensure the proper coordination of data collection between local partners and within ICMP
• Assist the Head of Program in the preparation of relevant internal and external reports and correspondence
• Assist CSOs in the preparation of relevant reports in accordance with the corresponding Implementation Agreements
• Other related duties as assigned.

Requirements

• Education in Social Sciences, Computer Science, Mathematics or related discipline
• Five years related experience with at least 3 years of practical experience in data collection and data analysis
• Proven experience in working with large data sets, data collection and data analysis
• Proven experience in the design and delivery of capacity building, training and mentoring
• Proven experience in documentation of human rights violations or working directly with the victims
• Demonstrable conceptual, analytical, documentation and presentation skills, including report writing

Additional mandatory requirements

• Legally entitled to work in Colombia
• Professional fluency in written and spoken English and Spanish
• Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point
• Proven ability to interact positively with colleagues regardless of culture, nationality or gender

• Willingness to travel and to work flexible hours including weekends and evenings, when necessary
• Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner
• Physically and mentally robust with the ability to operate effectively in complex environments and hardship living conditions

In addition to an attractive base salary, this position is eligible for up to 8 weeks of paid time off each year and generous social security insurances.
