ICMP’s Colombia Program

In the aftermath of half a century of conflict, Colombia faces a legacy of more than 85,000 cases of missing and disappeared persons. The inclusion of this issue in the Final Peace Agreement signed in November 2016 provides an exceptional opportunity to advance in the efforts to account for missing persons and to secure the rights of victims.

ICMP is mandated under the Peace Agreement to assist this process. It has identified the most important challenges and will support the Search Unit, families of the missing, civil society organizations and parties to the Peace Agreement in their efforts towards long-term peace and reconciliation. ICMP will work closely with its international and Colombian partners to make a positive and practical contribution to this process.

Position profile

Reporting directly to the Head of Mission Support, and working in support of the Head of Program, the main duties and responsibilities will include the following:

  • Advise the Head of Program on security related matters that affect the Colombia program, its assets, personnel and information
  • Develop and maintain an effective security information management system aimed at identifying potential threats and risks to the program and its programmatic activities
  • Develop, maintain and implement the program’s security risk management plan, including provisions for evacuation and Colombia specific security policies and procedures
  • Work closely with the security services contractor to develop and execute operational plans related to travel within Colombia and ensure mission members are provided with security briefings ahead of each mission in country
  • Develop and implement a security induction training package for new staff members and review/update security training requirements for all staff
  • Conduct regular security drills, communication tests and evacuation exercises
  • Conduct periodic physical security assessments of program offices and accommodation and recommend cost effective enhancements aimed at safeguarding mission personnel, assets and information
  • Develop security equipment needs, scope equipment specifications, and implement an equipment maintenance system to ensure all operations and security equipment is kept up-to-date and in a state of operational readiness
  • Work closely with program staff to plan and coordinate activities in the field from a security perspective
  • Conduct risk and site assessments relevant to the implementation of program activities
  • Develop and operationalize systems and approaches to enhance the security and safety of program staff, assets and information
  • Other duties as assigned.


  • Formal training in security management, risk management or resilience
  • Professional security designation (e.g. ASIS/CPP) is desirable
  • Seven years of related experience working in an international organization supporting field-based teams in a challenging environment
  • Ability to communicate effectively with senior managers and staff, while demonstrating sound judgment and cultural sensitivity
  • Ability to draft security related policies and procedures
  • Energy, creativity and ability to plan and organize

Additional mandatory requirements

  • Legally entitled to work in Colombia
  • Professional fluency in written and spoken English and Spanish
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Willingness and ability to travel throughout Colombia and to work flexible hours including weekends and evenings, when necessary
  • Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner
  • Physically and mentally robust with the ability to operate effectively in complex environments and hardship living conditions
