ICMP’s Colombia Program

In the aftermath of half a century of conflict, Colombia faces a legacy of more than 85,000 cases of missing and disappeared persons. The inclusion of this issue in the Final Peace Agreement signed in November 2016 provides an exceptional opportunity to advance in the efforts to account for missing persons and to secure the rights of victims.

ICMP is mandated under the Peace Agreement to assist this process. It has identified the most important challenges and will support the Search Unit, families of the missing, civil society organizations and parties to the Peace Agreement in their efforts towards long-term peace and reconciliation. ICMP will work closely with its international and Colombian partners to make a positive and practical contribution to this process.

Position profile

Under the overall guidance and supervision of the Head of Mission Support, the Finance and Administration Officer’s duties and responsibilities will include, but will not necessarily be limited to, the following:

  1. Financial Management
  • Process and review financial transactions in accordance with ICMP Financial Regulations and Rules and ensure project and account codes and cost calculations are correct, funds are available and supporting documents are complete
  • Ensure Colombia program compliance with ICMP financial rules and regulations and donor financial management requirements
  • Manage the Colombia program imprest accounts in accordance with the ICMP financial cash management policy and record transactions in the ICMP financial management system
  • Ensure the timely payment of vendors/suppliers in accordance with agreed contract terms and conditions and conduct bank reconciliations (in conjunction with the Treasury Unit)
  • Assist in the preparation of budget proposals and revisions, as required
  • Prepare financial reports for program staff and donors
  • Monitor budget implementation/expenditures and recommend reallocation of funds as necessary
  • Ensure that Colombia program financial documents are maintained/filed in compliance with ICMP policy
  • Assist the Head of Mission Support in developing and operationalizing systems and approaches to efficiently manage financial resources

2. Administrative Support

  • Provide logistical and administrative support to all activities related to the Colombia program
  • Provide advice and guidance to HQ program staff on the application of the ICMP’s procurement and contracting policies and ensure procurement and contracting activities are conducted in compliance with those policies
  • Support program staff in the preparation of acquisition requests related to the Colombia program in accordance with approved donor budgets
  • Provide travel support and logistical arrangements for program staff and partner organizations related to workshops, conferences and seminars, including the processing of travel requests
  • Support the management of ICMP HQ facilities and maintain oversight of contracts and contractors to ensure current and future needs and services are delivered
  • Assist in the recruitment and administration of new staff

3. Perform other related duties as assigned

Requirements

  • Qualifications and/or training in financial management, business administration, logistics/supply chain management is desirable, as is a professional finance or supply chain designation (e.g. CIMA).
  • At least six years previous experience working in finance and administrative functions
  • Knowledge of financial and administrative policies and procedures
  • Previous experience working within international organizations
  • Previous experience supporting field-based teams
  • Accounting, procurement, including reporting
  • Strong analytical and writing skills
  • Attentional to detail and the ability to work under deadlines

Additional mandatory requirements

  • Legally entitled to work in Colombia
  • Professional fluency in written and spoken English and Spanish
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Willingness and ability to travel throughout Colombia and to work flexible hours including weekends and evenings, when necessary
  • Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner
  • Physically and mentally robust with the ability to operate effectively in complex environments and hardship living conditions

In addition to an attractive base salary, this position is eligible for up to 8 weeks of paid time off each year and generous social security insurances.
