Project Overview:

ICMPD is inviting all interested candidates to apply for the Project Officer for the Joint EU-ICMPD “MIgrationEU eXpertise(MIEUX)”Initiative.

MIEUX is joint initiative funded by the European Union (EU) and implemented by the International Centre for Migration Policy Development (ICMPD). MIEUX strengthens the capacities of public authorities to bettermanage migration and mobility in all its dimensions through the provision of rapid,short-termandtailor-madepeer-to-peerexpertiseassistance.ThethematicareasofMIEUX are alignedtothe fourpillarsof theGlobalApproachto Migrationand Mobility(GAMM) theoverarching frameworkoftheEUexternalmigrationandasylumpolicy.MIEUXisaglobalinitiative,providingpeer- to-peerexpertisetopartnercountriesinAfrica,Asia,EasternEurope,LatinAmericaandtheCaribbean. Pleasenotethatthispositionissubjecttoapprovalandavailabilityofprojectfunds. Job Description:

The Project Officersupports the implementation of MIEUX’s core processes (pre-implementation, implementation, knowledge management, communication, quality management, expert management),inparticulartheimplementationofitsthematicandgeographicactionsandactivities. TheProjectOfficeradministersprojectinputsaccordingtotheapprovedprojectdocumentation,work plans and budgets, and in line with MIEUX’s Standard Operating Procedures, ICMPD´s rules and business processes as well as partner and donor agreements. S/he is responsible for a timely achievementofhigh-qualityoutputswithintheassignedareaofwork.

1The ProjectOfficerplans,organisesandsupervisestheworkofexpertsandcontractorsensuringhigh qualityandtimelinessoftheiroutputs.S/hecontributestoproductionofsubstantiveprojectcontent and preparesinputstodonorandothersubstantivereports.TheProjectOfficercontributestooverall planning of the project and participates in project communications activities preparing content and inputs.TheProjectOfficerassessesprojectresultsandformulatesinputstothe developmentofnew initiatives.

The ProjectOfficerworksunderthesupervisionoftheProgrammeCoordinatorGlobal Initiativesand ProjectManagerandin closecollaborationwithotherprojectteammembers,particularlytheproject assistant(s),and project experts. S/hecultivates contacts with the project stakeholders and partners at the workinglevel.

Tasks and Responsibilities:

1. PlanningandImplementationofActivities:

Plan and organise activities in the assigned areaof work in line with the project´s work plan ensuringthetimelyaccomplishmentofworkoutputs;

Identify bottlenecks. Propose solutions and corrective action when required and take action to implement;

Analyse and synthetize information forimplementation of project activities and coordinate taskswithpartnersin theassignedareaofwork;

Initiate and follow up on mobilisation of experts, goods and services, capacity building and grants schemes.PrepareinputstoTermsofReferencesandspecifications;

Organiseconsultantselectionprocessesandinterviewpanels;

Participateintenderevaluationsasamemberoftheevaluationpanel;

Coordinate work of experts, consultants and contractors ensuring that content and outputs are produced timely,according to to MIEUX’s Standard Operating Procedures,MIEUX’s work planand ICMPD´s qualitystandards;

Organise project events,meetings, workshopsand otheractivities in line with project’s work planin theassignedareaofwork.Draft agenda,identifyparticipantsandresourcepersons; Preparebackgroundmaterialsforprojecteventssuchmeetingfoldersandinputstospeeches and presentations;

Contribute to development of the project’s communications and visibility plan. Prepareand coordinatepreparationofinputstoitsimplementation;

Draft projectcorrespondence;

Maintain up-to-date project information includingin MIEUX’s Expert and Action Roster and MIEUX’s exceldatabase;

Maintainup-to-dateprojectinformationincludinginICMPDprojectmanagementtool; Keepprojectassistant(s)informedabouttheprojectimplementationprogress. 2. ProjectAdministrationandCompliance:

Regularly monitorexpenditures and disbursements forthe assigned areaof work to ensure that budgetallocationsarenotexceeded.Takecorrectiveactionasrequired;

Initiate and follow-up on recruitment processes of consultants according to ICMPD´s consultantmanagementprocedures;

Initiateandfollow-uponprocurementprocessesaccordingtoICMPD`s procurementrules; Support management of consultant and procurement contracts. Confirm receipt of services and initiate payments according to agreed payments schedule. Ensure preparation of timesheets for project consultants. Evaluate the performance of consultants according to consultant’sperformancemanagementsystem;

Maintainprojectdocumentationelectronicallyandonphysicalfile.

23. ProjectContent,ReportingandContributiontoProjectDevelopment:

Review,commentuponandreviseworkoutputsofconsultantsandcontractors;

Prepareinputstoprojectreports,presentations,briefs;

Contributetoproductionofprojectcontentby:

- Compilingdata,informationandundertakingdeskstudies;

- DraftingdocumentsandinputstodocumentsaccordingtoICMPD´squalitystandards. Contribute to review and assessment of project results by identifying and recording best practices/lessonslearned;

Contribute to development and formulation of inputs to new project concepts, proposals, workplansand budgetsasrequested.

Key Results:

Projectactivitiesintheassignedareaof workorganisedand implementedaccordingto work plan;

Project inputs administered according to ICMPD´s rules and processes and donor requirements;

Processes with external stakeholders, partners, consultants and contractors managed promptly;

Deliverablesofprojectconsultantsandcontractorsmonitoredandcontrolled; Financial expenditures on activities level controlled and maintained within the budgetary limits;

Qualitativeandtimelycontributionsforformulationofprojectcontentprovided; Qualitative contributions made towards assessment of project results and identification of lessonslearned.

Incumbent Profile:

A minimumof3yearsofposition-relevantworkexperienceinthefieldofthemigration; Substantiveknowledgeofmigrationissues;

Solidanalytical,draftingandorganisationalskills;

Good communicationsandproblem-solvingskills;

Experienceinstakeholderrelationsmanagement;

Supervisoryexperienceinmanagementofexpertsasrequiredbytheposition;

Professionaltraininginprojectcyclemanagementinanasset;

StrongICTskillsinMS applications.ExperiencewithSAPisanasset;

Willingnesstotravel.

CorporateQualifications:

Experienceininternationalcontext;

Proficiency in (verbal/written)English,and French, proficiency in anothermajorEUlanguage isan asset;

Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP2 grade, with an annualnet-basesalarystarting at EUR 43,512. AdditionalbenefitsincludeparticipationintheICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’sandmobilityallowances.
