Community Liaison Officer

Honiara (Solomon Islands)

Background

In support of the recently launched National Youth Policy, UNDP and ILO have jointly developed a new project that will empower marginalized young Solomon Islanders, particularly young women, both to engage in decision-making and as pro-active social entrepreneurs to address local sources of grievances. The project aims to work with young Solomon Islanders in Weathercoast, North Malaita, Shortland border communities and 3 settlements in Honiara.
 
The implementing partners of the project are UNDP; ILO; Ministry of Traditional Governance, Peace, and Ecclesiastical Affairs (MTGPEA); Ministry of Women, Youth, Children, and Family Affairs (MWYCFA); Solomon Islands Chamber of Commerce and Industry/Young Entrepreneurs’ Council; Solomon Islands Women in Business Association; and World Vision.
 
Working with youth has always been a focus of the UN’s peacebuilding work in the country. UNDP has worked closely with the Ministry of Women, Youth, Children and Family Affairs to facilitate the country’s first ever Youth Dialogue, as well as the development of the National Youth Policy. This has involved thorough analysis of the challenges and constraints facing youth, and detailed consultations with young people from across the Solomon Islands, summarized in the 2018 Solomon Islands Youth Status Report, supported by the ongoing peacebuilding project of UNDP/UN Women.
 
This position is considered key for the timely and efficient implementation of project activities. The project will require substantial contact with rural communities in Weather Coast, North Malaita, Shortland Islands and settlements in Honiara. The incumbent will be the key contact for the community youths, village and church leaders. 
 
The Community Liaison Officer will report to the Project Manager and will work closely with the key stakeholders as identified above.
 

Duties and Responsibilities

 
The Community Liaison Officer is an important position for the project. The Community Liaison Officer will assume the important role of lobbying and consulting with community leaders, church leaders and youths in the targeted geographical areas to assess willingness to engage in the project and ensure relationships are maintained for the duration of the project.
1)Community and stakeholder coordination and planning; 
•Coordinate community activities with stakeholders and key community influencers such as chief and church leaders to ensure agreement on project activities.
•Involve in project and community planning on planned activities
•Regular liaison with the four target areas on planned activities 
•Coordinate workshops and trainings at the community /provincial level
•Effective logistic supports for the project implementation
•Facilitate community projects
•Undertake site visit and monitoring trip on target sites where necessary to document lessons learnt.
•Document lessons learnt and recommendations to improve activities in the communities.
2)Other activities as requested 
•Timely acquittals and reporting after field visits 
•Assist in organizing board and technical working group meetings
•Support with administrative, financial, procurement, logistical, travel and security arrangements;
3)Knowledge management and learning
•Compiling, organizing and filing of information and documents for reference and use by team members.
•Contributions to the press-releases, newsletters, Facebook and Twitter posts and other mass media engagements
•Sharing best practices across the communities, drafting and reviewing printing materials
•Making presentations at community fora and other meetings

Required Skills and Experience

Education:Minimum Bachelor’s Degree in social sciences, politics, economics, development studies or related area.
Experience:•At least 3 years’ experience in project implementation/management.
•Experience in liaising and collaborating with provincial government and external stakeholders and mobilizing rural communities is highly desirable.
•Experience of working on youth empowerment or social entrepreneurship.
•Computer literacy including working knowledge of MS Office products (Word, Excel, PowerPoint), Front Page, Adobe In-Design; web-based management systems. Experience in the usage of computer software packages (MS Word, Excel, etc.), and web-based management systems.
 
Language Requirements:Proficiency in English and Pidgin
