General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in international relations; law; political science; public administration or related field is required; a first-level university degree in combination with the certified training course in relevant field may be accepted in lieu of the second-level university degree

Experience:

Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Strong management skills, particularly in personnel, logistics, administrative and financial matters;
  • Demonstrated project management experience;
  • Experience in dealing with press and media;
  • Professional fluency in English and Russian, both oral and written, and the ability to communicate clearly and concisely; working knowledge of the Turkmen language is an asset;
  • Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently;
  • Ability to operate windows applications, including word processing and emails;
  • Good inter-personal skills with the ability to work objectively and impartially in a complex political and cultural environment;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Desirable:

  • Previous international work experience and/or experience in field missions;
  • Experience in results-based programme development and management.
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Centre (HoC), the Deputy Head of Centre will perform the following functions:

  1. Assisting the HoC in strategic direction and management of the Centre's programme activities in accordance with the Centre's mandate;
  2. Providing advices to the HoC on daily administrative, management, policy, and programmatic matters;
  3. In co-ordination with Program Managers and Chief of Fund Administration (CFA), overseeing the preparation of annual planning and budgeting documents such as Programme Outline and Unified Budget submission;
  4. Co-ordinating the preparation of various Centre's reports; providing inputs into documents; editing and consolidating reports for submission;
  5. Assisting in the co-ordination of the Centre's activities with the Government, international organizations, OSCE Institutions and the civil society;
  6. Monitoring programme implementation utilizing relevant programme management tools (activity planning, projects, budget issues);
  7. Acting as Alternate Programme Manager for three thematic dimensions;
  8. Replacing the HoC in her/his absence;
  9. Performing other related duties as required.
