Visiting professionals are required to work full time for a period of three to six months (to be agreed to prior to commencement).
The Trust Fund for Victims (TFV) was created by the Rome Statute (Art 79). It is governed by a Board of Directors, elected every three years by the Assembly of States Parties. The Board is supported by a Secretariat, which carries out the daily management of the TFV’s activities.
The TFV has been entrusted by the Assembly with two main mandates: (i) to implement Court-ordered reparations to victims in a convicted case; and (ii) to provide assistance (physical and psychological rehabilitation and material support) to victims and their families in ICC situation countries.
The mission of the TFV is to respond to the harm resulting from the crimes under the jurisdiction of the Court by ensuring the rights of victims and their families through the provision of reparations and assistance.
The strategic goals of the TFV aim to:
- Ensure reparative justice for victims to overcome their harm and transform their lives
- Facilitate assistance and reparations by ensuring financial growth and sustainability
- Advocate for the rights of victims in the international public domain
- Ensure good governance, accountability and transparency by creating an effective organisational structure
Whenever appropriate and feasible in the operation of its mandates, the TFV acts as a grant-making mechanism to locally based implementing partners. According to the TFV Regulations, the TFV receives administrative support from the Registry. In as far as not determined by the TFV Regulations, the TFV’s financial-administrative practice complies with the Court’s relevant regulatory provisions.
Duties and Responsibilities
Under the guidance and supervision of the TFV fundraising and Visibility Officer, the visiting professionals will provide the support to the TFV activities, specifically the areas of communications, advocacy, and outreach. This includes the following responsibilities:
Communication, outreach and advocacy:
- Conduct research and brainstorm opportunities for internal, external communications and branding serving to raise awareness about the TFV;
- Identify priority audiences for communication, outreach and advocacy;
- Develop communication materials, tailored to priority audiences, about the mandates, activities and achievements of the TFV in delivering reparative justice to victims in the form of assistance and reparations; seeking and using relevant inputs from the colleagues, TFV implementing partners and donors.
- Support the development of localised, pro-active outreach strategies related to specific TFV country programmes and reparations awards;
- Develop advocacy campaigns relating to the role of the TFV in regard of major topics and trends in the domains of international human rights and of the protection and rehabilitation of victims of international crimes;
- Assist in maintaining relations with various key TFV stakeholders, including States Parties, civil society organisations and media to communicate the story of the TFV.
- Research the latest statistics, messaging and stories for public reports and to support resource development;
- Contribute to the writing, design and production of specific communication outputs (press releases, newsletters, reports, brochures, posters, videos etc.) and dissemination to all ICC’s Staff Members, States Parties, implementing partners, civil society organizations, media, and other key stakeholders;
Website and Social media:
- Assist in the development of social media strategy;
- Provide assistance in curating, producing and presenting stories, images and videos in the TFV’s web content management system;
- Assist in ensuring the TFV’s website is updated with viable content; liaising with the Court’s Public Affairs Unit for updating TFV’s activities in the Court’s website;
- Monitoring social media, and assisting in boosting and creating TFV’s presence in social media (Facebook, Twitter, Instagram, LinkedIn, and Youtube channel);
- Assist in organizing events, launches of publications, seminars and conferences, and campaigns;
- Assist in regular team and other meetings (including preparing agenda and minutes);
- Perform any other substantive and/or administrative task that might be required.
All candidates must have a degree at a recognised university in communications, journalism, public relations, marketing, or related field. Candidates are expected to have a strong record of academic performance.
Visiting professionals must have minimum three years professional experience in fields relevant to the work of the TFV.

- Good writing and analytical skills in gathering and consolidating data and research for practical implementation;

- Good in organizing and structuring various tasks and responsibilities;

- Able to adapt to multicultural and multilingual working environments;
- Possesses strong teamwork skills (listens, consults and communicates proactively);
- Has acquired a good standard of computer skills (including Microsoft Office applications).
Knowledge of Languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is an asset.
Please note that the ICC is not able to provide participants in the Internship and Visiting Professional Programme with remuneration, nor is it possible to provide reimbursement for any expenses incurred during the internship or Visiting Professional placement. Accordingly, applicants must have the necessary resources or other financial support for the duration of the placement for which they have been selected.
If a State Party to the Rome Statute provides a donation to the Internship Programmes Fund, it may be possible to offer a limited number of interns a stipend for cost of living and travel. If funding is available, the Human Resources Section will conduct an assessment of the candidate determining eligibility for funding in accordance with the Court’s Policy on Internships and Visiting Professionals and relevant funding conditions. In order to be eligible, the applicant must, among other criteria, be a national from a country that is a State Party to the Rome Statute and appear on the United Nations Statistics Division’s list of developing regions.
Candidates eligible for funding shall receive detailed information and further instructions after the selection process is finalized. Stipends will always be agreed at the time of offering the internship. No funding will be provided at a later stage.
